48. AGREEMENT WITH EXITO, INC. FOR THE NEIGHBORHOOD STABILIZATION PROGRAM Approve a Management and Implementation Agreement under the Neighborhood Stabilization Program between Exito, Inc., a non-profit agency, and Maricopa County through its Human Services Department, in the not-to-exceed amount of $1,720,000. The purpose of this grant Agreement is to provide permanent supportive housing for seniors. This Agreement, funded through the Housing and Economic Recovery Act of 2008, is effective upon execution and will expire September 15, 2013. Indirect costs do not apply to this Agreement. These funds have been included in the FY 2009-2010 budget. No general funds will be involved in this activity. The intent of the Neighborhood Stabilization Program is to address the issue of vacant, foreclosed residential housing in Maricopa County. Exito, Inc. will utilize the Neighborhood Stabilization Program funds to acquire and rehabilitate up to ten foreclosed single family housing units in the Goodyear area for use as rental housing for seniors. Supportive services will be provided by Exito, Inc. and its partner agencies through their own existing revenue streams. This program is funded through the U. S. Department of Housing and Urban Development. (C-22-10-023-3-00)

A-5. CANCELLATION OF A SUBRECIPIENT AGREEMENT WITH EXITO, INC. FOR THE MANAGEMENT AND IMPLEMENTATION OF THE NEIGHBORHOOD STABILIZATION PROGRAM Approve cancellation and rescission of the subrecipient agreement with Exito, Inc. (C-22-10-023-3-00), a non-profit agency, for the Management and Implementation of the Neighborhood Stabilization Program (NSP), and Maricopa County through its Human Services Department. The subrecipient agreement was replaced by C-22-11-012-3-00, a developer agreement approved by the Board of Supervisors on August 4, 2010 under the same terms and conditions. The intent of the Neighborhood Stabilization Program is to address the issue of vacant, foreclosed residential housing in Maricopa County. Exito, Inc. participates as a housing developer under the NSP program, requiring a developer agreement. However, a subrecipient agreement with Exito was executed on September 24, 2009 rather than the required developer agreement. This discrepancy was corrected by the approval of the developer agreement on August 4, 2010. (C-22-10-023-3-01)
