41. MANAGEMENT AND IMPLEMENTATION AGREEMENT WITH THE CITY OF EL MIRAGE FOR WATERLINES Approve the execution of a Management and Implementation Agreement with the City of El Mirage in the amount of $400,000 for waterline improvements, a water distribution line and fire protection. The contract will be effective upon execution and will remain in effect until completion of all requirements under the grant. Staff recommends that this contract be executed contingent upon resolution of the compliance issue concerning the eligible use of a CDBG-funded building.
