30. APPLY FOR GRANT FUNDS FROM ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR THE PROVISION OF COMMUNITY ACTION PROGRAM SERVICES Approve the application for grant funds from the Department of Economic Security (DES), in the not-to-exceed amount of $6,400,000, the exact amount to be determined at a later date by DES. These funds will be used to fund the Community Services Division which provides Community Action Program Services throughout Maricopa County. The deadline to submit this application is April 23, 2010. The term of this grant begins on July 1, 2010 and ends on June 30, 2015. The initial grant award will be for the period of July 1, 2010 to June 30, 2011. The Fiscal Year 2011 Human Services Department estimated indirect cost rate is 18% and the current negotiated approved U.S. Department of Health and Human Services indirect cost rate is 16.2%. The total grant funds are expected to be in the not-to-exceed amount of $6,400,000, of which $5,744,479 is for sub-recipient expenditures, which are not subject to indirect cost recovery. The estimated indirect cost amount is $91,389. The allowable indirect cost recovery amount is $101,543. The unallowable indirect cost recovery amount is $10,154 which is absorbed through departmental administrative spending reductions. This grant does not impact Maricopa County General funds. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. (C-22-10-061-3-00)

ACCEPT FUNDS FROM ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR THE PROVISION OF COMMUNITY ACTION PROGRAM SERVICES Accept grant funds from the Department of Economic Security (DES), in the not-to-exceed amount of $5,213,214. These funds will be used by the Human Services Department Community Services Division to provide Community Action Program services throughout Maricopa County. The term of this grant begins on July 1, 2010 and ends on June 30, 2015. The initial grant award will be for the period of July 1, 2010 to June 30, 2011. The current Fiscal Year 2011 Human Services Department estimated indirect cost rate is 16.1%. However, in anticipation of an approved FY2011 indirect cost rate, the current negotiated approved U.S. Department of Health and Human Services indirect cost rate is 16.2%. The total grant funds are expected to be in the not-to-exceed amount of $5,213,214, of which $917,210 is for sub-recipient expenditures, and $3,407,485 is for direct services, which are not subject to indirect cost recovery. The estimated indirect cost amount is $123,214. Funding for this grant does not impact Maricopa County General Funds. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation.
