42. DONATION OF TWO MODULAR BUILDINGS TO CATHOLIC CHARITIES NATIVE AMERICAN MINISTRIES Approve the donation of two modular buildings by Catholic Charities to the Catholic Charities Native American Ministries. Catholic Charities is a sub-recipient (delegate agency) to Maricopa County’s federal Head Start grant. The modular buildings were originally purchased by Catholic Charities with Head Start funds and are titled to Catholic Charities. They are currently located at a school site in the Avondale Elementary School District. This action was reviewed and approved by the Head Start Region IX Office, subject to approval by the Board of Supervisors and submission of the Board minutes to the Office of Head Start. Catholic Charities Native American Ministries will move these modular buildings at their cost to the Gila Indian Reservation in Kimatke, Arizona, for use in their programs. No Head Start or County funds will be used in the relocation. It has been determined that donation is the most cost efficient way for the Head Start Program to dispose of the modular buildings, because their current value is less than the cost of the relocation and the actual cost of their disposal would create a negative cost to the Head Start program. 54. ADMINISTRATIVE CORRECTION TO DONATION OF TWO MODULAR BUILDINGS TO CATHOLIC CHARITIES AND CATHOLIC CHARITIES NATIVE AMERICAN MINISTRIES Approve the donation of two modular buildings to Catholic Charities and/or its designee the Catholic Charities Native American Ministries is a sub-recipient (delegate agency) to Maricopa County’s federal Head Start grant. The modular buildings were originally purchased by Catholic Charities with Head Start funds and mistakenly titled to Catholic Charities. Thereafter, the County approved without unanimous consent the transfer of the units from Catholic Charities to Catholic Charities Native American Ministries (C-22-11-045-M-00). The approval was in error because the property should have been titled to the County pursuant to the federal law and regulation and the approval referenced the wrong Vehicle Identification Number (VIN) for one of the modular units. Moreover, the transferor should have been Maricopa County, not Catholic Charities and the vote should have been unanimous. The retitling of the modular units in the County’s name pursuant to the direction of the U.S. Department of Health and Human Services was approved by the Board in subsequent agenda items (C-22-14-036-V-00 and C-22-14-036-V-01). The Department now wishes to properly effectuate the transfer to Catholic Charities and/or its designee Catholic Charities Native American Ministries, the two modular buildings, correctly identified as: Unit # VIN# MB004 R65933060A MB011 R65933060B The estimate market value of the units is approximately $7,000. Also approve the removal of the donated units from the County’s Asset Inventory. THIS ITEM REQUIRES UNANIMOUS APPROVAL OF THE BOARD (C-22-11-045-M-01)
