At the conclusion of the presentation, approve the application and acceptance of base grant funds from the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant No. 09CH7096, in the not-to-exceed amount of $19,933,897 for the purpose of promoting school readiness for 2,382 children in the Maricopa County Head Start Zero-Five program. The sub-recipient (delegate) of this grant will receive up to $7,461,495 of the total grant funds to provide services to Head Start/Early Head Start children in the West Valley of Maricopa County. The Fiscal Year 2012 Human Services Department estimated indirect cost rate is 16.7% and the current negotiated approved U.S. Department of Health and Human Services indirect cost rate is 16.1%. Amendments are required if the program needs to transfer funds between budget line items in an aggregate amount of $250,000 or more. Base funds are awarded only three to seven days prior to the start of the grant period, which is the reason for seeking advance approval to accept these funds. This base grant refunding application is due to the Region IX Head Start Office no later than April 1, 2011. Federal funds that are awarded require a 25% non-federal share match ($4,983,475) which is provided through in-kind donations of goods and services.
