22. SUBSTANTIAL AMENDMENT TO THE ANNUAL ACTION PLAN FOR THE NEIGHBORHOOD STABILIZATION PROGRAM 3 FUNDING Approve the FY 2010-11 Annual Action Plan Amendment for submission to the U. S. Department of Housing and Urban Development (HUD) for the purposes of receiving up to $4,257,346 in Neighborhood Stabilization Program 3 funding. The dollar amount of this agreement will not affect the County General Fund. The Human Services Department’s current negotiated approved U.S. Department of Health and Human Services indirect cost rate is 16.1%. The grant allows for a 10% administrative cost. The total base grant funds are $4,257,346 and are to be 100 percent expended within three years. The estimated indirect cost amount is $623,121. The allowable indirect cost recovery amount is $387,031. The unallowable indirect cost recovery amount is $236,089, which is absorbed through departmental administrative spending reductions. The amount of sub-recipient and/or direct pay costs is unknown as of this action item; therefore the full amount of the grant award is included in the calculation of departmental indirect cost. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. Funds for this grant are from the U.S. Department of Housing and Urban Development and do not impact the County General Fund. (C-22-11-052-G-00)
