31. AGREEMENT AND ACCEPT ARRA FUNDING FROM THE ARIZONA DEPARTMENT OF HOUSING FOR THE HOMELESNESS PREVENTION AND RAPID RE-HOUSING PROGRAM Authorize the execution of an agreement between the Arizona Department of Housing and Maricopa County, through the Human Services Department to accept an amount of $105,000 to be used for the Homelessness Prevention and Rapid Re-Housing Program (HPRP). The Arizona Department of Housing received an American Recovery and Reinvestment Act (ARRA) grant award from the U.S. Department of Housing and Urban Development (HUD) for this purpose. The agreement is effective May 1, 2011 and will be in effect until are funds are expended, not to extend beyond October 31, 2011. The Department of Human Services indirect rate for FY 2010-11 is 16.1%. The agreement allows for indirect costs at a rate of 16.1%. Of the $105,000 sub-recipient costs in the amount of $100,000 are not subject to indirect charges. Therefore, indirect costs are fully recoverable and are estimated at $693. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This extension does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. 42-17105. This funding does not impact the General Fund. The intent of the Homeless Prevention and Rapid Re-housing Program is to help those who are homeless or who would be homeless but for this assistance and who can remain stably housed after the temporary assistance ends. This program is funded through the Arizona Department of Housing, a prime grantee of the U.S. Department of Housing and Urban Development’s ARRA funding. (C-22-11-062-G-00)
