24. AGREEMENT WITH STATE GOVERNOR’S OFFICE OF ENERGY POLICY FOR WEATHERIZATION LOW-INCOME ASSISTANCE FUNDING BY SOUTHWEST GAS CORPORATION (SWG) Approve a revenue Agreement between the Governor’s Office of Energy Policy (OEP) (SW-ESA-12-2182-03) and Maricopa County, administered by its Human Services Department, in the not-to-exceed amount of $106,627. Funding is provided by the Southwest Gas Corporation (SWG) Low-Income Energy Conservation Program and managed by the OEP, and subsequently will not impact the County General Fund. The purpose of this Agreement is to provide FY12 SWG funding to Maricopa County for its Weatherization activities. The term of this Agreement is from date of signature of both parties to June 30, 2012, but will allow for pre-award cost reimbursement back to July 1, 2011. The FY12 current Human Services Department indirect cost rate is 16.1%. The total grant funds are $106,627, of which $88,567 is passed through to the sub-recipient and is not subject to indirect cost recovery. Therefore, indirect costs are fully recoverable and are estimated at $2,504. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The County’s Human Services Department’s Community Services Division will be reimbursed for allowable expenditures under this Agreement. The sub-recipient, Foundation for Senior Living – Home Improvements (Materials Management SERIAL # 09078-RFP/C# 73-10-078-7-00), provides Weatherization activities to eligible households.
