At the conclusion of the presentation, approve the application and acceptance of base grant funds from the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant No. 09CH7096, in the not-to-exceed amount of $21,097,882 for the purpose of promoting school readiness for 2,614 children in the Maricopa County Head Start Zero-Five program. The grant award begins on July 1, 2012 and ends on June 30, 2013. This action also authorizes the Chairman to sign all documents related to these grant funds and submission of any application for additional supplemental funding, as applicable. The sub-recipient (delegate) of this grant will receive up to $7,809,539 of the total grant funds to provide services to Head Start/Early Head Start children in the West Valley of Maricopa County. The Fiscal Year 2013 Human Services Department estimated indirect cost rate is 16.1% and the current negotiated approved U.S. Department of Health and Human Services indirect cost rate is 16.1%. The total base grant funds are $21,097,882, of which $8,109,539 is passed through to sub recipients, food contracts, and for capital purchases, which are not subject to indirect cost recovery. The estimated indirect cost amount is $1,801,140. The allowable indirect cost recovery amount is $1,801,140. The indirect cost recovery amount is projected to be fully recoverable. This grant funding and any matching funds do not impact any Maricopa County General funds. Dennis Ichikawa, Head Start Director Trish Georgeff, Human Services Director The Office of Head Start requires the Maricopa County Board of Supervisors Chairman to sign all grant applications, applications for additional funds, as well as amendments to grant applications. Amendments are required if the program needs to transfer funds between budget line items in an aggregate amount of $250,000 or more. Base funds are awarded only three to seven days prior to the start of the grant period, which is the reason for seeking advance approval to accept these funds. This base grant refunding application is due to the Region IX Head Start Office no later than April 1, 2012. Application submission for additional funds may be required as the Federal Funding Guidance has not provided funding beyond September 29, 2012 for the expansion services. Available funding of these services for the balance of the year will be determined with the federal FY13 budget approval. Amendments to grant applications are required if the program needs to transfer funds between budget line items in an aggregate amount of $250,000 or more. Federal funds that are awarded require a 25% non-federal share match ($5,274,471) which is provided through in-kind donations of goods and services. (C-22-12-057-G-00)
