31. AMENDMENT TO AGREEMENT WITH ARIZONA COMMUNITY ACTION ASSOCIATION TO ADMINISTER UTILITY ASSISTANCE PROGRAMS TO LOW-INCOME RESIDENTS OF MARICOPA COUNTY Approve Amendment No. 1 between Arizona Community Action Association (ACAA) and Maricopa County, administered by its Human Services Department (MCHSD), in the not-to-exceed amount of $29,712. This Amendment is effective from July 1, 2012 to June 30, 2013. The purpose of this Amendment is twofold: 1) receive Arizona Public Service (APS) Crisis Bill Assistance funding directly from ACAA, which administers this funding under its separate agreement with APS. This funding will support MCHSD’s provision of utility bill assistance services to eligible low-income residents of Maricopa County; and 2) revise Exhibit C, Salt River Project (SRP) Bill Assistance Program Summary to update client eligibility. The Fiscal Year 2013 Human Services Department current negotiated U. S. Department of Health and Human Services indirect cost rate is 17.8% of Salaries and ERE. The total grant funds are $29,712, of which $27,011 is utilized for direct service (utility) payments and are not subject to indirect cost recovery. The maximum program delivery amount allowed under this Agreement is $2,701. Therefore, the indirect cost recovery amount is $0. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. Funding for this Agreement does not contain any County General Funds. MCHSD’s Community Services Division will be reimbursed for allowable expenditures under this Agreement. This Agreement is fully funded by contributions from various utility companies and managed by ACAA. The overall grant budget will be adjusted as necessary to accommodate this increase through a future reconciliation. (C-22-12-081-3-01)
