18. COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS PROGRAM, AND EMERGENCY SOLUTIONS GRANT 2013 ANNUAL ACTION PLANS Approve the following actions regarding federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). The Human Services Department current negotiated indirect rate with the U.S. Department of Health and Human Services for FY 2013 is 17.8% of allowable personnel costs. All department indirect and administrative costs associated with these grants, including $39,119 of central service costs are fully recoverable. There is no impact to the General Fund. (1) Approve the Maricopa HOME Consortium and the Maricopa Urban County Annual Action Plans for July 1, 2013 through June 30, 2014. The Annual Action Plans (AAP) identify proposed projects to be undertaken in order to implement the FY 2010-2014 Five-Year Consolidated Plan: FY 2013-2014 is year four of five under the Five-Year Consolidated Plan. (2) Adopt a Resolution for the submission of the FY 2013-2014 Maricopa HOME Consortium and the Maricopa Urban County Annual Action Plans, amendments to the 2010-2014 Five-Year Consolidated Plan, FY 2012-2013 Maricopa HOME Consortium and the Maricopa Urban County Consolidated Annual Performance and Evaluation Reports, and acceptance of CDBG, HOME, and ESG funding. The FY2013-2014 funding allocations are unknown as of the date of the Board action. For planning purposes, the FY2012-2013 funding numbers were used as a benchmark in order to meet the U.S. Department of Housing and Urban Development’s (HUD) deadline for submission of the Annual Action Plans. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. At the time the final funding amounts are formalized by HUD, the FY 2013-2014 AAPs will be amended and made available for public comment. Board action is then required to amend the action taken above. A budget true-up will then occur. FUNDING SUMMARY TOTALS: Estimated Maricopa Urban County CDBG Grant = $2,000,000 (see Attachment A) Estimated Maricopa HOME Consortium Grant = $3,014,847 (see Attachment B) Estimated Emergency Solutions Grant = $169,382 (see Attachment A) The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation.
