47. MARICOPA COUNTY EARLY EDUCATION DIVISION POLICY COUNCIL BYLAWS Approve the newly revised Maricopa County Human Services Department Early Education Division Policy Council Bylaws for the Maricopa County Head Start Policy Council. The revised Bylaws address the following items: Membership, Election of Members, Membership Terms, Meeting Location, Officers, and removes Article 6 (Committees). The purpose of the Policy Council is to promote the objectives of the Maricopa County Head Start Program. The Head Start program must establish and maintain a formal structure for program governance that includes a governing body at the County level and a policy council at the Division level. The Policy Council participate in the following activities: • Promote parental involvement in Head Start program activities and administration. • Recommend program improvements. • Assist with building partnerships with private and public organizations that promote the goals, and objectives of the Maricopa County Head Start Program. • Assist with identifying eligible children and families for enrollment in the Head Start program. All actions of the Policy Council are advisory, and the Maricopa County Board of Supervisors shall have final approval and authorization of the Head Start Program activities and administration. The Policy Council formally reviewed and unanimously approved the Bylaws changes at a public meeting of the Policy Council on March 27, 2023. The Bylaws will become effective upon approval by the Board of Supervisors. By approving the revised Bylaws, the Maricopa County Head Start program will remain in compliance of regulations from the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS) on program governance.
