27. CONTRACT WITH THE CITY OF TEMPE FOR A PARTNERSHIP IN WIA YOUTH PROGRAM SERVICE DELIVERY Approve a non-financial Agreement between the City of Tempe and Maricopa County administered by its Human Services Department. The purpose of this agreement is to establish a partnership in which the Department shall have access to utilize the City of Tempe Escalante Center to provide WIA youth program services. This agreement will provide the opportunity to expand Workforce Investment Act youth services and help to meet the needs of youth in the south eastern section of Maricopa County. This non-financial agreement is effective upon signature by both parties and will expire June 30, 2015. Maricopa County, exclusive of the City of Phoenix is the Local Workforce Investment Area under the Workforce Investment Act (WIA) of 1998. WIA activities are administered by the Human Services Department Workforce Development Division - Maricopa Workf orce Connections (MWC). Youth WIA activities are intended to provide youth development services for economically disadvantaged youth fourteen (14) through twenty-one (21) years of age who may face barriers to staying in school, completing high school or finding stable employment.
