42. IGA WITH THE CITY OF AVONDALE FOR A PARTNERSHIP IN WIA YOUTH PROGRAM SERVICE DELIVERY Approve an Intergovernmental Agreement (IGA) between the City of Avondale and Maricopa County administered by its Human Services Department. The purpose of this agreement is to establish a partnership in which the Department shall have access to utilize the City of Avondale property located at 124 4th Street, Avondale AZ 85323, referred to as the “Center” to provide WIA youth program services. This agreement will provide the opportunity to expand Workforce Investment Act youth services and help to meet the needs of youth in the western section of Maricopa County. The agreement is effective upon signature by both parties and will expire December 31, 2014 with the option to renew annually for four one year terms. Maricopa County will reimburse the City of Avondale for janitorial services and utility costs. Maricopa County, exclusive of the City of Phoenix is the Local Workforce Investment Area under the Workforce Investment Act (WIA) of 1998. WIA activities are administered by the Human Services Department Workforce Development Division - Maricopa Workf orce Connections (MWC). Youth WIA activities are intended to provide youth development services for economically disadvantaged youth fourteen (14) through twenty-one (21) years of age who may face barriers to staying in school, completing high school or finding stable employment.
