39. IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY Approve a financial Intergovernmental Agreement (IGA) between Arizona Department of Economic Security (DES) and Maricopa County administered by its Human Services Department for the amount of $99,000. The purpose of the IGA is to provide (“Rapid Re-Housing”) funding in a coordinated manner to focus resources and assist individuals quickly move out of homelessness and into permanent housing. The rapid re-housing program will provide homeless individuals case management, housing assistance, and supportive services to reduce the length of time people experience homelessness and facilitate their access to resources in the community. Resources will be targeted to individuals residing at the Men’s Overflow Shelter operated by Central Arizona Shelter Services (CASS). The IGA term is effective September 1, 2014 and shall expire on June 30, 2015. The Human Services Department’s indirect rate for FY15 is 18.4%, grant funds are to be utilized solely for the benefit of the Rapid Rehousing supported services. No indirect rate shall be assessed, therefore unrecoverable amount is $18,216. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this agreement does not contain any County general funds.
