42. IGA WITH THE HOUSING AUTHORITY OF MARICOPA COUNTY FOR SUPPORT OF PUBLIC HOUSING/HOUSING CHOICE VOUCHER FAMILY SELF-SUFFICIENCY PROGRAM Approve revenue Intergovernmental Agreement (IGA) between Housing Authority of Maricopa County (HAMC) and Maricopa County, administered by its Human Services Department (HSD), in the not-to-exceed amount of $34,212. The IGA is funded by a grant from the U. S. Department of Housing and Urban Development (HUD). The purpose of the IGA is for HSD’s Community Services Division (CSD) to administer the Family Self-Sufficiency Program (FSS) grant for public housing and housing choice voucher residents, currently operated by HAMC. Residents will be provided case management services to assist individuals and families to move towards economic self-sufficiency and reduce dependency on public assistance programs. The IGA is effective from January 1, 2015 and shall expire on December 31, 2015. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. Funding for this Agreement does not contain any County General Funds. HSD/CSD will be reimbursed for allowable expenditures under this IGA. The overall grant budget will be adjusted as necessary to accommodate this increase through a future reconciliation. HUD FSS grant funds are for cost reimbursement for salaries and ERE only, and do not allow for indirect cost. The total indirect cost is estimated at $6,295, based on FY 2015 Human Services Department's current negotiated U. S. Department of Health and Human Services indirect cost rate of 18.4%. Therefore, $0 is recoverable and $6,295 is unrecoverable. A Conflict waiver is added at section 19.1 and reads as follows: “The Parties to this agreement acknowledge that they are aware that the Civil Services Division of the Maricopa County Attorney’s Office (Civil Division) may be chosen as the attorney for other parties to this agreement, and the signing party acknowledges that it is aware of a potential conflict of interest, and it waives any claim of conflict of interest, which may arise by virtue of Civil Division’s representation of other parties to this agreement.” A corresponding agenda item is listed on the Housing Authority of Maricopa County Agenda.
