43. APPROPRIATION ADJUSTMENT FOR HUMAN SERVICES DEPARTMENT GRANTS Approve an increase in the appropriated budget for Human Services Department (220) Human Services Grants Fund (222), Operating (0000) in the amount of $2,596,341 in revenues and $2,596,341 expenditures, and CDBG Housing Trust Fund (217) Operating (0000) in the amount of $925,598 in revenues and $925,598 expenditures as identified on the Fiscal Year 2014-2015 Grant Summary Worksheet on file in the Office of the Clerk of the Board. The appropriation adjustment brings the Human Services Grant Fund (222) budget to the total amount of $46,915,797 and CDBG Housing Trust Fund (217) to the amount of $17,131,833. The appropriation adjustment is necessary as the carry forward amounts of prior year grants and award amounts of new grants differ from the amount approved in the Fiscal Year 2014-2015 Budget Appropriation. Grant revenues are not local revenues for the purpose of the constitutional expenditure limit, and therefore expenditures of these revenues are not prohibited by the budget law. The approval of this budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The indirect cost rate is 18.4% as approved by the Department of Health and Human Services. Most of the grants for Fiscal Year 2014-2015 allow for indirect cost recovery as reflected in the funding agreements.
