47. AGREEMENT WITH ARIZONA COMMUNITY ACTION ASSOCIATION FOR SOUTHWEST GAS - SHARE PROGRAM Approve revenue Agreement between Arizona Community Action Association (ACAA) and Maricopa County, administered by its Human Services Department (MCHSD), in the not-to-exceed amount of $135,000.The purpose of this Agreement is for the provision of Southwest Gas utility deposit, replacement and utility bill assistance services to eligible low-income residents of Maricopa County. This Agreement shall begin January 14, 2015 and shall expire on September 30, 2015. The Fiscal Year 2015 Human Services Department current negotiated U.S. Department of Health and Human Services indirect cost rate is 18.4% of Salaries and ERE. The total grant funds are $135,000 of which $121,500 is utilized for direct service (utility) payments and are not subject to indirect cost recovery. The maximum program delivery amount allowed under this Agreement is $13,500. Therefore, the indirect cost recovery amount is $2,098.00. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Funding for this Agreement does not contain any County General Funds. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. This Agreement is fully funded by Southwest Gas through the Share Program, which is for the provision of utility bill, deposit and replacement assistance for eligible Southwest Gas low-income households and is managed by ACAA. 31. AMENDMENT TO THE AGREEMENT WITH ARIZONA COMMUNITY ACTION ASSOCIATION Approve a financial Amendment No. 1 to the Agreement between Arizona Community Action Association (ACAA) and Maricopa County, administered by its Human Services Department (HSD). The purpose of the Amendment is to increase funding by $104,376 from $135,000 to $239,376 and to extend the term of the agreement from September 30, 2015 to June 30, 2016. The Amendment is retroactive to October 1, 2015. The FY 2016 Human Services Department approved indirect cost rate from the U.S. Department of Health and Human Services is 20.2% of salaries and employee related expenses. The total amendment funds are $104,376, of which $93,938.40 for direct service delivery (utility) payments and are not subject to indirect costs recovery. The maximum program delivery amount allowed under this Amendment is $10,437.60. Therefore, the indirect cost recovery amount is $1,754.07. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. Funding for this Amendment does not contain any County General Funds. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this amendment is for the provision of Southwest Gas energy share program for utility bill, deposits, replacement assistance services to eligible low-income households in Maricopa County.
