39. ASSET DISPOSITION AND DONATION OF HEAD START PROGRAM’S PLAYGROUND EQUIPMENT Approve the Maricopa County Human Services Department to dispose of and donate playground structure, equipment, a gazebo and soft ground surface (herein after referred to as “playground equipment”) to Chicanos por la Causa, Inc. (CPLC), a community based organization. The playground structure and gazebo shade cover were purchased by Maricopa County Head Start Program during the period from 1994-1998; and the soft ground surface was purchased in 2003 utilizing grant funds from U.S. Department of Health and Human Services/Administration for Children and Families/Office of Head Start. The playground equipment is located at 5834 E Santos Bravo, Guadalupe, AZ 85283. The Head Start program services had been located in the Santos Bravo address, but vacated the facility in June 2013. Also, request approval for authorization for the Chairman to sign an Agreement between Maricopa County administered by its Human Services Department and Chicanos por la Causa acknowledging transfer and donation of property ownership of playground equipment. The disposition and donation of the assets will result in a net decrease in the Human Services Department Asset Inventory list as referenced in Exhibit A. The County fixed asset tag #s are: F0072753 - Play structure Guad. HUD F0085580 - Playgrd. Eq. Guad. HUD F0108840 - HS Soft Surface F0092697 - Gazebo Guadalupe HUD Based on the independent inspection, the playground equipment, gazebo shade cover, and soft ground surface were valued at $0. As prescribed by Federal Regulations, in accordance with 41 CFR 102-36.305 (d) Disposing of personal property – “If a written determination is made that the property has no commercial value or the estimated costs of its continued care and handling would exceed the estimated proceeds from its sale, you may dispose of the property by abandonment or destruction, or donate it to public bodies.” (C-22-15-071-M-00)
