52. CONTRACT WITH CITY OF TEMPE Approve a non-financial agreement between the City of Tempe and Maricopa County administered by its Human Services Department (HSD). This agreement allows HSD to utilize the City of Tempe Escalante Center and Tempe Teen Library as youth centers to provide Workforce Innovation and Opportunity Act (WIOA) youth services for those youth in the eastern section of Maricopa County. Tempe Escalante Center is located at 2150 E. Orange Street, Tempe, Arizona 85281 and Tempe Teen Library is located at 3500 S. Rural Road, Tempe, Arizona 85282. This non-financial agreement is effective July 1, 2015 and will expire June 30, 2017. The agreement may be extended for two (2) additional two (2) year terms, upon acceptance and approval by both parties. Maricopa County, exclusive of the City of Phoenix, is the Local Workforce Investment Area. Workforce Investment Act (WIA) and Workforce Innovation and Opportunity Act (WIOA) activities are administered by the Human Services Department Workforce Development Division Maricopa Workforce Connections (MWC). Youth program activities are intended to provide youth development services for eligible youth fourteen (14) through twenty-four (24) years of age who face barriers to staying in school, completing high school, or finding stable employment. 51. AMENDMENT TO IGA WITH THE CITY OF TEMPE Approve Amendment No. 1 to a non-financial Agreement between the City of Tempe and Maricopa County administered by its Human Services Department (HSD). This agreement allows HSD to utilize the City of Tempe Escalante Center and Tempe Library as youth centers to provide Workforce Innovation and Opportunity Act (WIOA) program activities to youth in the eastern section of Maricopa County. The purpose of the Amendment is to address the following: • Extend the Agreement term from June 30, 2017 to June 30, 2019. Upon approval of this Amendment, one (2) year term will remain. • The Amendment term shall be retroactive to July 1, 2017 • All sections in the Agreement that indicate the name MWC and Genesis Youth shall be removed and replaced with Arizona@Work Maricopa County Youth Services Program. • All sections in the Agreement that indicate the name “Teen Library” shall be removed and replaced with “Tempe Library.” • Revise Section 2.0 Purpose to clarify roles and activities of staff housed in the Tempe Library. • Revise Section 4.0 Program Design to clarify program activities. • Address changes in Section 9.0 Notices to add new point of contact for agreement. • All other terms and conditions of the conditions of the original Agreement as amended remain the same and are in full force and effect as approved and amended. • This agreement is subject to and incorporates by reference the statutory language of A.R.S. §38-511. The purpose of the Agreement is to continue the partnership with City of Tempe for the County to access the Tempe Escalante Center located at 2150 E. Orange Street and the Tempe Library located at 3500 S. Rural Road to provide WIOA Youth program activities. Youth program activities are intended to provide youth workforce development services to youth ages fourteen (14) through twenty-four (24), who face barriers to staying in school, completing high school, or finding stable employment. Maricopa County is designated the local workforce development area by the Governor and is funded to administer WIOA in Maricopa County, outside of the City of Phoenix.
