51. AGREEMENT WITH ARIZONA COMMUNITY ACTION ASSOCIATION Approve a financial Agreement between Arizona Community Action Association (ACAA) and Maricopa County, administered by its Human Services Department (MCHSD). The purpose of this Agreement is to receive funds from ACAA for the Utility Repair Replacement and Deposit program, through this Agreement MCHSD will administer the utility repair/replacement and deposit of electric appliances for eligible low-income Maricopa County residents. Funding amount for this agreement is $505,883.00. The Agreement is effective from July 1, 2015 through June 30, 2016. The FY2016 Human Services Department negotiated indirect cost rate with the U. S. Department of Health and Human Services is 20.2% of personnel and benefits related costs. The total grant funds are $505,883, of which 100% is used for utility replacement, repair, and deposits, which are not subject to indirect cost recovery. This agreement does not contain County General Funds. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through future budget reconciliation. (C-22-15-081-3-00)
