57. REQUEST FOR LOCAL WORKFORCE AREA DESIGNATION Approve the following action regarding the Workforce Innovation and Opportunity Act (WIOA): 1. Authorize the Chairman to sign a letter to Governor Ducey requesting designation as the Local Workforce Development Area under the Workforce Innovation and Opportunity Act for Maricopa County, excluding the City of Phoenix; On July 22, 2014, the Workforce Innovation and Opportunity Act (WIOA) was signed into law, which calls for federal, state, and local partnership to implement WIOA programs designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. According to WIOA Section 106, the "Governor shall approve a request for initial designation as a local area from any area that was designated as a local area for purposes of the Workforce Investment Act of 1998 for the 2-year period preceding the date of enactment of this Act, performed successfully and sustained fiscal integrity.” Maricopa County, excluding the City of Phoenix, has been the designated Local Workforce Investment Area since the inception of the Workforce Investment Act of 1998 (WIA), Public Law 15-220. Prior to that date, Maricopa County was the designated Service Delivery Area under the Job Training Partnership Act (JTPA). As a result of these designations, Maricopa County is responsible for increasing the employment, job retention, and earnings of Maricopa County residents through activities designed to improve the skill sets of the workforce. Maricopa County Workforce programs are administered by its Human Services Department, Workforce Development Division. Intergovernmental Agreements (IGAs) with the Arizona Department of Economic Security (DES) for the funding of Workforce activities are entered into annually. This funding is at the direction of the U.S. Department of Labor. (C-22-15-085-M-00)
