36. REPLACE THE MARICOPA COUNTY WORKFORCE DEVELOPMENT BOARD BYLAWS Approve the replacement of the Maricopa County Workforce Development Board Bylaws. The Bylaws have been revised to identify roles and responsibilities of the Maricopa County Workforce Development Board (MCWDB) members. The approved Bylaws supersede the previously approved Bylaws. Maricopa County is the designated a Local Workforce Development Area in compliance with Section 106 (b)(1)(A) of the Workforce Innovation and Opportunity Act (WIOA), signed into federal law on July 22, 2014 as Public Law 113-128. The MCWDB shall act as the Workforce Development Board (“WDB”) for the Maricopa County Local Workforce Development Area. In execution of its business, the MCWDB must comply with the Workforce Innovation and Opportunity Act (hereinafter referred to as "WIOA"), and its regulations, applicable Federal and State Laws, rules and regulations, and State policies and procedures. The MCWDB and its committees derive their authority from Section 107 of the WIOA. The Maricopa County Board of Supervisors (BOS) shares governance responsibilities with the MCWDB and is responsible for all WIOA funds. As such, the MCWDB must follow all County policies and procedures with regard to making payments, entering into contracts, hiring staff, and any other action that obligate funding.
