22. ACCEPTANCE OF GRANT FUNDS FROM U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR EARLY HEAD START PROGRAM Approve the receipt of reprogrammed, unobligated funds from the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant No. 09CH010385-04-01, from Program Year 03 to Program Year 04. OHS provided a Notice of Award (NOA) for $138,673 for completion of approved program activities for the Maricopa County Head Start program. The County is a current recipient of the stated grant and funds provided under this NOA are one-time funding. Receipt of reprogramed, unobligated funds in the amount of $138,678 are for the budget period of July 1, 2019 thru June 30, 2020. The funds will be utilized for the following projects: • Classroom start up supplies, printers and hearing screening supplies • Facilities Improvements to Valor Center program site Funding for Grant No. 09CH010385 was competitive and was awarded to Maricopa County in July 2017. The purpose of the grant is for the County to provide Head Start and Early Head Start program services to children ages 0 to 5, supporting families to promote healthy development and to promote school readiness. On October 2019, the Head Start program submitted to OHS a request to reprogram funds from Program Year 03 to Program Year 04 for the completion of program projects. The grant requires a 20% non-federal share (NFS) match of the total approved project costs. The total NFS is increased by $34,740 from $3,557,097 to $3,591,837 for the budget period of July 1, 2019 thru June 30, 2020. NFS is generated through in-kind donations of goods and services as well as parent volunteering. Upon approval of receipt of funds, the grant amount for the budget period shall be $14,367,061 and the total amount for the project period shall be increased to $54,967,229. The Human Services Department is utilizing the provisional indirect rate of 22.2% approved by the U.S. Department of Health and Human Services for FY2020 for salaries and employee related expenses. The total carry over funds are $138,673 of which $0 is for salaries and benefits. The total estimated indirect costs are $0. Receipt of the carry over funds does not require future or ongoing contributions by the County at the end of the project period. The services provided under this grant are not a mandated function but provides a benefit to the citizens by providing eligible children with high quality care and education by integrating Head Start performance measures. The approved Head Start enrollment is 807 for 3 to 5 year olds and Early Head Start enrollment is 182 for 0 to 3 year olds. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and Therefore, expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall budget will be adjusted as necessary to accommodate the grant funding through a future reconciliation. Acceptance of the grant funds will not impact the County General Fund. SUBMIT APPLICATION TO U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR HEAD START AND EARLY HEAD START PROGRAM GRANT FUNDING FOR FY2021 Request approval for the Maricopa County Head Start program to submit continuation grant funding application to the U.S. Department of Health and Human (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), for Grant No. 09CH010385. The Maricopa County Human Services Department administers the Head Start program. The County is a current recipient of the stated grant and the grant application submittal is for the fifth (5th) year program (FY2021) funding. This funding opportunity is non-competitive. The Grant application is for $14,228,388 and the period of availability for the funds will be July 1, 2020 through June 30, 2021. The Office of Head Start awarded Maricopa County with a Grant for Head Start and Early Head Start program activities for the project period of July 1, 2016 through June 30, 2021. The purpose of the Grant is for the County to provide Head Start and Early Head Start program services to 807 children ages 3-5 and Early Head Start services to 182 infants, toddlers, and pregnant women. The program goals include; • Improve physical, cognitive, and social and emotional development in children • Improve parent and child Interactions • Increase parent self-reliance and empowerment • Expand and improve the quality of individuals in the early childhood employment sector Also request authorization for the Chairman to sign documents related to this funding application. The Office of Head Start requires the Maricopa County Board of Supervisors Chairman to sign all grant applications, applications for additional funds, as well as amendments and budget revisions to the Grant. Amendments are required if the program needs to transfer funds between budget line items in an aggregate amount of $250,000 or more. The Human Services Department is utilizing the provisional indirect rate of 22.2% approved by the U.S. Department of Health and Human Services for FY2021 for salaries and employee related expenses. The estimated grant funds are $14,228,388 of which $9,918,423 is for salaries and benefits. The total estimated indirect costs are $2,201,890 and fully recoverable. The Grant requires a 20% Non-Federal Share (NFS) match of the total approved project costs. The total NFS match is estimated to be $3,557,097 for the budget period of July 1, 2020 thru June 30, 2021, which is obtained through in-kind donations of services and parent volunteers. Receipt of the Grant funds does not require future or ongoing contributions by the County at the end of the project period. The services provided under this Grant are not a mandated function but provides a benefit to the citizens by enrolling eligible children in Head Start and Early Head Start program and integrating performance measures focused on developmental and education opportunities to support school readiness. The approved enrollment is 807 for infants, toddlers and children. This Grant funding and any NFS match will not impact the Maricopa County General Funds. Once notified of funding award by DHHS, the Human Services Department will seek approval for the acceptance of funds from the Board of Supervisors in a separate agenda item. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. 44. AMENDMENT TO THE IGA WITH TEMPE ELEMENTARY SCHOOL DISTRICT NO. 3 AND THE CITY OF TEMPE Approve financial Amendment No.1 to the Intergovernmental Agreement between Tempe Elementary School District No. 3 (“District”), the City of Tempe (“City”) and Maricopa County (“County”), administered by its Human Services Department Early Education Division. The purpose of the Agreement is to establish a collaboration between the Parties that will address expanding high-quality pre-school in the City of Tempe and the District’s boundaries. The Agreement contains the option to extend the Agreement for two additional 1-year terms. Upon approval of Amendment No. 1, one additional 1-year term remains. The County will provide funding that will help to increase instructional annual hours for enrolled Head Start children. The purpose of the Amendment No. 1 is to address the following: A. The Agreement shall be extended and effective from July 1, 2020 to June 30, 2021. B. The County shall reimburse the City a not to exceed amount of $133,120 for the extension period. The Agreement shall be effective upon approval and signature by all Parties. This Agreement is subject to A.R.S. §38-511. The foregoing paragraphs contain all the changes made by this Amendment. All other terms and conditions of the original Agreement and Amendments thereto remain the same and in full force and effect as approved and amended. Under this Agreement 20 children ages 3 to 5 will benefit from receiving Head Start program services and activities to prepare children for starting school. Funding for this Agreement is provided by a grant from the US Department of Health and Human Services Administration for Children and Families Office of Head Start (09CH010385/C-22-16-011-G). ACCEPTANCE OF SUPPLEMENTAL COVID-19 GRANT FUNDS FROM U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR HEAD START AND EARLY HEAD START PROGRAM Approve the receipt of supplemental COVID-19 grant funds from the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant No. 09CH101385 in the amount not-to-exceed $869,141 for the delivery of Head Start and Early Head Start program services. Funding is based on formula funding of $875 per enrollment slot assigned to the Maricopa County Head Start/Early Head Start programs. The County’s Head Start program received notification of the funding availability through the Head Start Enterprise System (HSES) of the funding amounts. The grant award was non-competitive and awarded to the County as a current recipient of the current grant. The funds are one-time funding and must be expended by June 30, 2021. The purpose of the funds is to support the County as a result of the impact COVID-19 had on the Head Start and Early Head Start programs and the services provides to children ages 0 to 5, and families. The grant requirement of match funds of 20% non-federal share (NFS) have been waived, and the County will not need to provide match funds as a result of the receipt of the funds. Approval of this action will authorize the Chairman to sign all documents related to these grant funds and submission of any grant modification applications, requests for additional, continued and/or supplemental funding, as applicable. The Office of Head Start requires the Maricopa County Board of Supervisors Chairman to sign all grant applications, applications for budget modifications and additional funds, as well as amendments to grant applications. The Human Services Department provisional indirect rate is 22.2% by the U.S. Department of Health and Human Services for FY2020 for salaries and employee related expenses. The total funding amount is $869,141 of which $0 is for salaries and ERE, therefore $0 indirect funds will be recoverable. This grant award is a non-competing continuation and is for the 5th year of a five (5) year project period. The grant funds are reoccurring for the project period that began on July 1, 2016 thru June 30, 2021. The budget period for the funding begins on July 1, 2020 thru June 30, 2021. Funding for Grant No. 09CH010385 was competitive and was awarded to Maricopa County on July 1, 2016. The purpose of the grant is for the County to provide Head Start and Early Head Start program services to children ages 0 to 5, supporting families to promote healthy development and to promote school readiness. The awarded funds are for Cost of Living Allowance (COLA) and Quality Improvement increases for Head Start program operations. The funds were awarded through a non-competitive process as Maricopa County is a recipient of the current grant. The funds are a one-time award for the budget period of July 1, 2020 thru June 30, 2021. The project period of the Grant began on July 1, 2016 thru June 30, 2021. The Human Services Department approved provisional indirect rate for FY2021 is 22.2% from the U.S. Department of Health and Human Services for salaries and employee related expenses. The grant funding amount is $561,980 of which $229,711 is for salaries and employee related expenses. The estimated recoverable indirect rate costs are $50,995 and fully recoverable. The grant requires a 20% non-federal share (NFS) match of the total approved project costs. 58. AMENDMENT TO LEASE AGREEMENT WITH FIRST PRESBYTERIAN CHURCH OF MESA Approve Amendment No. 13 to the Lease Agreement (L-7271) with First Presbyterian Church of Mesa (Lessor), an Arizona non-profit corporation located at 161 N. Mesa Drive, Mesa, Arizona and Maricopa County (Lessee). The purpose of the Amendment No. 13 will address the following item: 1. The Lessee shall make a one-time payment to Lessor in the amount of Two Thousand Three Hundred Eighty-Seven Dollars and Seventy Cents ($2,387.70) for reimbursement of half the cost of playground equipment and poured in place rubberized repairs to the playground decking. The foregoing paragraphs contain all the changes made by this Amendment No. 13. All other terms and conditions of the Lease remain the same and in full force and effect. The effective date of this Amendment No. 13 is the date of execution by Maricopa County. The expenditures for this Amendment shall be funded through the grant provided by U.S. Department of Health and Human Services Head Start Program (09CH010385/C-22-16-011-G). This Amendment does not impact the County General Funds. Either Party may terminate the Lease with a 60-day written notice to the other. The current term of the Agreement is through September 30, 2022.
