26. IGA WITH MESA UNIFIED SCHOOL DISTRICT FOR HEAD START PARTNERSHIP Approve a non-financial Intergovernmental Agreement with Mesa Unified School District and Maricopa County administered by its Human Services Department Head Start program. The purpose of the Agreement is for the Mesa Unified School District to provide services to preschool children, including children with disabilities as defined in A.R.S. §15-761, ages three years old to kindergarten-eligible five-year-old, in compliance with federal and State laws and regulations, and in accordance with Mesa Unified School District policy, and Improving Head Start for School Readiness Act of 2007 (42 U.S.C. §§ 9801, et seq.), by referring eligible children to the County’s Head Start program. The Agreement term shall begin on August 1, 2016 and terminate on June 30, 2019 and is effective when fully executed by the Parties. The Agreement may be renewed for two (2) additional three year terms. Pursuant to Section II Special Provisions section D. Changes 3, the County and the District may agree in writing to execute non-substantive changes as follows: a. Work Statement activities reflecting changes in the County’s regulations, policies, or requirements. b. Administrative requirements, such as reporting format quality, and/or quantity, as required by the funding source or the County’s regulations, policies, or requirements. Changes shall be delivered to the Clerk of the Board of Supervisors of Maricopa County. This agreement does not impact the County General Funds. (C-22-17-010-3-00)

52. RESCIND AND SUBSTITUTE IGA WITH MESA UNIFIED SCHOOL DISTRICT Rescind the action taken by the Board of Supervisors on August 3, 2016, which approved an Intergovernmental Agreement (IGA) with Mesa Unified School District for a partnership with the Maricopa County Head Start program. Request approval to substitute a revised non-financial IGA which addresses the following changes: 1. Section III Work Statement a. Paragraph E. 12. F: Identified processes for County requesting technical assistance from the school district; b. Paragraph G. 1 & 2: Head Start program will share participant rosters will the school District, through a Release of Information Form (Attachment A) and a list of Head Start classroom staff; 2. Appendix section a. Paragraph B. Use: Classroom and playground use changed to non-exclusive use; and b. Paragraph G. Renovations: Identified the process for the County to request renovations and repairs in the Head Start classrooms. 3. Include Attachment A – Release of Information Consent Form to the Agreement. Also request approval of Human Services Department Director to execute non-substantive changes, pursuant to Section II Special Provisions section D. Changes 3, the County and the District may agree in writing to execute non-substantive changes as follows: a. Work Statement activities reflecting changes in the County’s regulations, policies, or requirements. b. Administrative requirements, such as reporting format quality, and/or quantity, as required by the funding source or the County’s regulations, policies, or requirements. Changes shall be delivered to the Clerk of the Board of Supervisors of Maricopa County. All other terms and conditions of the Agreement remain unchanged. The Agreement is retroactive to August 1, 2016 and will terminate on June 30, 2019 and shall be effective when fully executed by the Parties. The Agreement may be renewed for two (2) additional three year terms. This agreement does not impact the County General Funds. (C-22-17-010-3-01)
