A-2. COMPETITION IMPRACTICABLE CONTRACT WITH SOCIETY OF ST. VINCENT DE PAUL Approve a Competition Impracticable financial contract between the Society of St. Vincent De Paul (SVDP), a non-profit community based organization, and Maricopa County administered by its Human Services Department. The resulting contract is pursuant to a Competition Impracticable submitted to the Maricopa County Office of Procurement Services. The purpose of the Contract is to provide funds to SVDP to provide safe overnight accommodations to homeless men and women and weather relief services at the Human Services Campus. The Contract term shall begin on September 1, 2016 and will expire on February 28, 2017. The contract amount shall not exceed $95,000. Funding for this contract will be reimbursed through the County General Fund. (C-22-17-017-3-00)

51. AMENDMENT TO COMPETITION IMPRACTICABLE CONTRACT WITH THE SOCIETY OF ST. VINCENT DE PAUL Approve financial Amendment No. 1 to the Competition Impracticable Contract between the Society of St. Vincent De Paul, a non-profit community based organization and Maricopa County administered by its Human Services Department. The purpose of the Amendment is to address the following: I. Amend the Term in Paragraph 3.1 as follows: Term 3.1 Extend the expiration date of the Agreement from February 28, 2017 to June 30, 2017. II. Decrease the notice of termination required in Paragraph 6.2 from 60 to 30 days as follows: 6.2 Either Party may terminate this agreement at any time by giving the other Party at least thirty (30) calendar days prior notice in writing (unless terminated by the Board of Supervisors under the Availability of Funds provision). The notice shall be given by personal delivery or by registered or certified mail, postage prepaid and return receipt requested, to the persons at the addresses set forth in paragraph 15.0. III. Increase contract funding amount in paragraph 7.1 by $25,170 from $95,000 to $120,170 with a commensurate increase in a base amount of funding for operation costs for overflow shelter services in Paragraph 7.2.1 from $60,000 to $85,170 IV. Amend Paragraph 7.2.2 to permit the Contractor to use $35,000 of unspent Weather Relief funds for either Weather Relief emergency shelter or overflow shelter services until June 30, 2017 as follows: 7.2.2 A maximum of $35,000 for term of the contract may be used for Weather Relief emergency shelter in alignment with Human Services Campus protocol, to ensure homeless individuals are assisted with shelter services during times of inclement weather. Such services shall be invoiced at the rate of $700/night. Any unexpended Weather Relief emergency shelter funds may be used for operation costs for overflow shelter services consistent with paragraph 7.2.1 of the Agreement. V. Parties agree that the statutory language of A.R.S. §38-511 are applicable to this Amendment and incorporate the same by reference. VI. The foregoing paragraphs contain all the changes to the Agreement as amended. All other terms of the original Agreement and Amendments not amended hereby, remain in full force and effect as approved and amended. Funding for this amendment will be reimbursed through the Human Services Department appropriated County General Funds. (C-22-17-017-3-01)

42. AMENDMENT TO THE COMPETITION IMPRACTICABLE CONTRACT WITH SOCIETY OF ST. VINCENT DE PAUL Approve Amendment No. 5 to the Competition Impracticable Contract between the Society of St. Vincent De Paul, a non-profit community based organization and Maricopa County administered by its Human Services Department. The purpose of the Amendment is to address the following: I. Increase contract amount in paragraph 7.1 by $75,000 for overflow shelter services. Reimbursement requests will be provided in equal monthly amounts of $25,000 to be billed through June 30, 2018. II. Outlines the responsibilities of the Contractor to provide services and temporary safe and secure emergency shelter for a gradually declining number of clients determined by the funders of the service (Maricopa County and the Arizona Departments of Economic Security and Housing) in consultation with St. Vincent de Paul.
