33. FUNDING FROM ARIZONA DEPARTMENT OF EDUCATION FOR THE CHILD AND ADULT CARE FOOD PROGRAM Approve the acceptance of funds from the Arizona Department of Education Child and Adult Care Food Program (CACFP) (Arizona A.G. Contract No. KR02-1170-ALS) to Maricopa County through its Human Services Department Early Education Division, which administers the Maricopa County Head Start Program. The application funding amount not-to-exceed $475,000 and availability is retroactive to October 1, 2018 through September 30, 2019. The Head Start program submitted a funding allocation application and has received electronic notification that the application was approved for funding. CACFP funds are reimbursement for meals that are provided to Head Start program participants and are passed through to two (2) School districts that contract to provide Food Catered Meals and snacks that meet 1/3 to 2/3 of the daily nutritional needs of Head Start program participants: Mesa Unified School District (C-22-17-022-3-00); and Scottsdale Unified School District (C-22-17-023-3-00). Also request authorization for the Chairman to sign all documents related to acceptance of these funds and any additional awards issued subsequently up to the estimated funding amount. CACFP funds may be increased throughout the budget year as additional funds are made available to cover unanticipated food costs. If the Head Start program is notified of availability of additional funds, the Department will request formal approval for acceptance of any increase in funds. The County has had a permanent agreement (C-22-14-027-G-00) with Arizona Department of Education for the CACFP funds since October 2013 and has received an annual allocation for the past five (5) years. Annual Funding is non-competitive, reoccurring, and does not require an in-kind or cash match or a commitment after the end of the Agreement. The services provided by the grant award are not a mandated function, but are required by the Head Start Program Performance Standards. These services provides a benefit to the citizens by providing Head Start program participants with the nutritional needs required. The Human Services Department FY2019 Indirect cost rate has not been fully negotiated. However, the U.S. Department of Health and Human Services has approved the use of the FY2018 indirect cost rate to be used until rate is fully negotiated. Therefore, the FY2019 indirect cost rate is 22.9% for salaries and employee related expenses. The total Amendment funds are $475,000 of which $0 is for salaries and benefits. The total estimated indirect costs are $0 and fully recoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The grant funds do not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Supervisory District: All (C-22-14-027-G-05)
