60. AMENDMENT TO IGA WITH CITY OF AVONDALE FOR HOME INVESTMENT PARTNERSHIPS ACTIVITIES Approve financial Amendment No. 2 to the Intergovernmental Agreement between City of Avondale (City) and Maricopa County (County) administered by its Human Services Department. The purpose of the Amendment is to address the following: A. Add an additional Work Statement (2018 Work Statement-A) for the City to provide single family homebuyer assistance. The County will provide funding for 2018 Work Statement A in an amount not-to-exceed $210,065. B. Add an additional Work Statement (2018 Work Statement-B) for the City to provide housing rehabilitation assistance. The City will contribute $55,000 to the program from previous years’ program income. C. Funding amounts for the 2018 Work Statements shall not exceed $210,065. D. The expenditure term for Work Statements A and B shall expire on September 30, 2022. E. All work performed or costs incurred or expended under the previously approved 2016 Work Statement in the amount of $134,098 shall remain reimbursable under the terms of the original Agreement through March 9, 2019. All work performed or costs incurred or expended under the previously approved 2017 Work Statements in the amount of $134,240 shall remain reimbursable through September 30, 2021. F. Upon approval of Amendment No. 2, the Agreement funding amount shall be increased to $478,403. G. Section IV, Compensation, Subsection D, Reimbursement shall be amended to reference total funding of $478,403. This Amendment is funded by a grant from the U. S. Department of Housing and Urban Development (HUD). The City’s housing activities meet all HOME Investment Partnerships Program requirements for the required period of affordability. Funding is included in the FY2019 budget and does not impact the General Fund. The 2018 Work Statement B is not reimbursable, but rather will be funded by the City with funds from prior year program income. This agreement is subject to A.R.S. §38-511. All other terms and conditions of the original Agreement and Amendment No. 1 remain the same and in full force and effect as approved and amended. Supervisor District: 4,5 (C-22-17-049-3-02)
