The purpose of Amendment No. 2 is for a Human Services Department Coordinator to be located at the Madison Heights housing complex located at 1103 North 6th Street in Avondale. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105.
