20. AMENDMENT TO THE AGREEMENT WITH ARIZONA DEPARTMENT OF HOUSING FOR WEATHERIZATION ASSISTANCE PROGRAM Approve a financial Amendment to the Agreement between the Arizona Department of Housing (ADOH) and Maricopa County administered by its Human Services Department for the Weatherization Assistance Program. ADOH has incorporated Amendment 001 and Amendment 002 into one Amendment document. The purpose of the Amendment is to address the following: • Amendment 001 removes Southwest Gas funding from the Agreement (-$126,603). • Amendment 002 increases LIHEAP award by $329,758 for a total LIHEAP award of $1,041,077. • The Contract expiration remains the same. The additional LIHEAP funding will increase the unit scope of work for LIHEAP by 8 units for 138 total LIHEAP units. • Replaces the following sections of the Agreement o Scope of Work o Amended Performance Report/Schedule of Completion o Budget o Request for Payment All other portions of the Agreement remain unchanged. The Amendment shall be effective beginning on the date of execution by ADOH and shall remain in effect until June 30, 2018, unless terminated sooner, extended or otherwise amended. The negotiated Human Services Department FY2018 indirect cost rate with the U. S. Department of Health and Human Services is 22.9% of personnel and benefits related costs. The funding increase is $329,758 of which $3,320.59 is for personnel costs. The total recovered allowable indirect cost is $760.41 and the unrecoverable indirect cost is $0. The weatherization grant funds total is now $1,291,590. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through future budget reconciliation. This agreement does not contain County General Funds. Supervisor District: 1-5 (C-22-17-072-3-01)
