33. AGREEMENT WITH ARIZONA DEPARTMENT OF HOUSING FOR SOUTHWEST GAS FUNDS FOR WEATHERIZATION ASSISTANCE PROGRAM Approve a financial Agreement between the Arizona Department of Housing (ADOH) and Maricopa County administered by its Human Services Department for the Weatherization Assistance Program. The purpose of the Agreement is for ADOH to provide the County with Southwest Gas funds for the provision of Weatherization services. The Agreement funding total is $86,219. This Agreement is retroactive back to January 1, 2018 and effective upon execution by the County and ADOH, and shall remain in effect until December 31, 2018 unless sooner terminated, extended or otherwise amended in accordance with the terms of this Agreement. The negotiated Human Services Department FY2018 indirect cost rate with the U. S. Department of Health and Human Services is 22.9% of personnel and benefits related costs. The total grant funds are $86,219 of which $7,838 is for personnel costs. The total recovered allowable indirect cost is $1,460 and the unrecoverable indirect cost is $0. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through future budget reconciliation. This agreement does not contain County General Funds.
