46. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT ACTIVITIES Approve Amendment No. 3 to the financial Intergovernmental Agreement (IGA) between Arizona Department of Economic Security (DES) (DI19-002202) and Maricopa County administered by its Human Services Department (HSD) Workforce Development Division. The purpose of the Amendment is for the County to continue to administer Workforce Innovation and Opportunity Act Title I (WIOA) program activities in Maricopa County, excluding the City of Phoenix. The Amendment addresses the following: 1. Increases Dislocated Worker (DW) Program Year 2019/Fiscal Year 2020 (PY19/FY20) funding by $15,427. 2. The reimbursement ceiling for the Agreement shall now be increased from $30,847,022 to $30,862,449. DES currently contracts with the County for WIOA activities, the Agreement term began on July 1, 2018 through June 30, 2023. DES contracts with the County on an annual reoccurring, non-competitive basis. DES has contracted with the County for more than 24 years, which includes previous federal legislative iterations. The period of availability of the Amendment funds is July 1, 2019 through June 30, 2021. Receipt of the funds will not impact the County General Funds. The Human Services Department utilizes the provisional indirect rate of 22.2% by the U.S. Department of Health and Human Services FY2020 for salaries and employee related expenses. The total Amendment funds are $15,427 of which $0 is for salaries and benefits. The total estimated indirect costs are $0. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the board pursuant to A.R.S. 42 -17105. The overall grant budget will be adjusted as necessary to accommodate the agreement funding through a future reconciliation. The Agreement does not require in-kind or cash match contributions, and no future or on-going contributions are required after the Agreement ends. Services provided under this Agreement, are not a mandated function, but provides a benefit to Maricopa County residents by providing career and training opportunities, assistance to job seekers, youth, and to employers that need to fill vacancies. Services help to establish a stronger workforce in the local area. Maricopa County, outside the city of Phoenix, is a designated Local Workforce Development Area (LWDA) as designated by the Governor of Arizona. The Maricopa County Board of Supervisors are the designated chief elected officials for this Agreement. Supervisory District: All (C-22-19-002-3-03)

54. AMENDMENT TO IGA WITH MARICOPA COUNTY COMMUNITY COLLEGE DISTRICT Approve financial Amendment No. 1 to the Intergovernmental Agreement (“Agreement”) between Maricopa County Community College District for Rio Salado College collectively referred to as (hereafter collectively referred to as “Contractor”) and Maricopa Count y administered by its Human Services Department, (collectively referred to as the “County”). The purpose of this Agreement is to establish a relationship with Maricopa County Community College District through the Rio Salado Community College’s Testing Cen ter to provide test proctoring services to Adult and Youth participants, referred by the County’s ARIZONA @ WORK – Maricopa County program. The County shall reimburse the Contractor a not to exceed amount of $10,000 per fiscal year. The Agreement began D ecember 11, 2019 through June 30, 2022. The Agreement contains extension options for two (2), additional three (3) year terms. Upon approval of Amendment No. 1, one renewal term of three (3) years remains. Funding for this Agreement is through the Workfo rce Innovation and Opportunity Act (WIOA), received by through an IGA with the Arizona Department of Economic Security (C-22-19-002-3/DI19-002202). 43. AMENDMENT TO IGA WITH MARICOPA COUNTY COMMUNITY COLLEGE DISTRICT Approve financial Amendment No. 2 to the Intergovernmental Agreement (“Agreement”) between Maricopa County Community College District for Rio Salado College (“Contractor”) and Maricopa County administered by its Human Services Department, (“County”). The purpose of this Agreement is to establish a relationship with Maricopa County Community College District through the Rio Salado Community College’s Testing Center to provide test proctoring services to Adult and Youth participants, referred by the County’s ARIZONA @ WORK – Maricopa County program. The IGA term is from June 30, 2022, through June 30, 2025. The County reimbursed the Contractor a not-to-exceed amount of $10,000 per fiscal year for a total of $30,000 for the term of the Agreement. Funding was provided through the WIOA, through an IGA with the Arizona Department of Economic Security (C-22-19-002-3/DI19-002202) under Adult Worker (ALN) 17.258, Dislocated Worker (ALN) 17.278, and Youth Program (ALN) 17.259 A. Extend the Agreement Termination Date from June 30, 2025, to June 30, 2028 (Extension Period No. 2 – “Last renewal”). B. Funding for this Amendment shall not exceed $10,000 per fiscal year (July 1 through June 30) for the above term, for a total funding amount under this Amendment not to exceed $30,000, provided through an IGA with Arizona Department of Economic Security (C-22-23-114-X/DI23-002386). C. Revise paragraph 6.0 (Funding), by removing it in its entirety and replacing it with new language. D. Revise paragraph 8.0 (Program Service Intent), by removing “Attachment A” and replacing in its entirety and removing Subparagraph 8.2 in its entirety and replacing with new exam fee language. E.
