31. AGREEMENT WITH ARIZONA DEPARTMENT OF HOUSING FOR WEATHERIZATION PROGRAM SERVICES Approve a revenue Agreement with Arizona Department of Housing (ADOH). The purpose of the Agreement is for Maricopa County Human Services Department to administer the Weatherization Program with Southwest Gas (SWG) funds. The Agreement effective date is January 1, 2019 through December 31, 2019. ADOH will provide the County with SWG funds in the amount of $86,219. Receipt of funds from ADOH is provided on a reoccurring basis to provide installation/repair of energy efficiency measures to dwellings occupied by low-income households who are SWG customers in Maricopa County Arizona outside of the City of Phoenix and the City of Mesa. The Human Services Department FY2019 Indirect cost rate has not been fully negotiated, but the U.S. Department of Health and Human Services has approved the use of the FY2018 indirect cost rate to be used. Therefore, the FY2019 indirect cost rate is 22.9% for salaries and employee related expenses. The total Agreement funds are $86,219 of which $6,378 is for salaries and benefits. The total recovered allowable indirect costs is $1,460.56. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. Acceptance of this Agreement will not impact the County General Fund. The overall grant budget will be adjusted as necessary to accommodate this Agreement through a future reconciliation. Maricopa County’s Weatherization Program is administered by the Human Services Department, Housing and Community Development Division. ADOH has been providing funding for the Weatherization Program on a non-competitive basis annually for over 10 years. The services to be provided under this Agreement are not a mandated function but provides a benefit to the citizens by providing assistance to low income residents by reducing their energy burden and improving health and safety concerns through Weatherization measures. The priority population for the Weatherization Assistance Program is persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high-energy burdens. Receipt of the funds does not require in-kind of match funds and no future or ongoing contributions by the County at the end of the Agreement. Supervisory District: All (C-22-19-016-3-00)
