The Award is a one-time award and project period is December 18, 2018 and shall end on August 31, 2019. Maricopa County was awarded the Bright Spot Award through a non-competitive process and as a result of the collaborative efforts the Program provided to the developers of the Head Start Language Playbook. Also request authorization for the Chairman to sign the Statement of Work for the Bright Spot Award. The Human Services Department FY2019 Indirect cost rate has not been fully negotiated, but the U.S. Department of Health and Human Services has approved the use of the FY2018 indirect cost rate to be used. Therefore, the FY2019 indirect cost rate is 22.9% for salaries and employee related expenses. The total award funds are $1,500 of which $0 is for salaries and benefits. The total estimated indirect costs are $0. The activities under this award are not a mandated function but provides a benefit to the citizens by continuing to be leaders in the Head Start program to ensure low-income, eligible children with high quality care and learning opportunities to enhance development and preparing children to be school ready. The Project is made possible through a grant from the W.K. Kellogg Foundation. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and Therefore, expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall budget will be adjusted as necessary to accommodate the grant funding through a future reconciliation. Acceptance of the grant funds will not impact the County General Fund.
