45. IGA WITH HOUSING AUTHORITY OF MARICOPA COUNTY FOR FAMILY SELF-SUFFICIENCY CASE MANAGEMENT SERVICES Approve a retroactive revenue Intergovernmental Agreement (Agreement) between Housing Authority of Maricopa County (HAMC) and Maricopa County, administered by its Human Services Department. The purpose of the Agreement is for two (2) County Human Services Department Coordinators to provide Family Self-Sufficiency (FSS) case management services to individuals who reside in Housing and Urban Development (HUD) housing operated by HAMC. HAMC will provide the County with $69,380 to partially fund the salaries and employee related expenses for the 2 staff assigned to provide FSS services. Funding for this Agreement is from the U. S. Department of Housing and Urban Development pass-through HAMC to Maricopa County. The Agreement term is January 1, 2019 to December 31, 2020. The funding period of availability for the $69,380 is retroactive to January 1, 2019 through December 31, 2019. Funding for the January 1, 2020 through December 31, 2020 shall be accomplished through a future Amendment. This Agreement may be extended by a written amendment for five (5) twelve-month periods, or portions thereof, at the concurrence of the Parties. HAMC contracts with the County on an annual reoccurring, non-competitive basis for the FSS Program service delivery. The Human Services Department FY2019 Indirect cost rate has not been fully negotiated, but the U.S. Department of Health and Human Services has approved the use of the FY2018 indirect cost rate to be used. Therefore, the FY2019 indirect cost rate is 22.9% for salaries and employee related expenses. The total Agreement funds are $69,380 of which $69,380 is for salaries and benefits. The indirect costs rate is $15,888.02. However, HUD does not allow for indirect funds to be collected under the FSS activity. Therefore, the total unrecovered indirect costs is $15,888.02. Receipt of the funds from HAMC does not require in-kind or match funds and no future or ongoing contributions by the County at the end of the Agreement term. The services provided under this Agreement are not a mandated function but provide a benefit to the citizens by providing assistance to low income individuals and families in Maricopa County to assist with obtaining economic self-sufficiency and reduce dependency on public assistance programs. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through future budget reconciliation. Approval of this Agreement will not impact the County General Fund.
