33. SUBMIT APPLICATION TO U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR EARLY HEAD START PROGRAM GRANT FUNDING FOR FY2021 Request approval for the Maricopa County Head Start program to submit a continuation grant fund application to the U.S. Department of Health and Human (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), for the Grant No. 09HP000200. The Maricopa County Human Services Department administers the Early Head Start program. The County is a current recipient of the stated grant and the grant application submittal is for second (2nd) year program (FY2021) funding This funding opportunity is non-competitive. The Grant application is for $2,693,691 and the period of availability for the funds will be July 1, 2020 through June 30, 2021. The Office of Head Start awarded Maricopa County with a Grant for Early Head Start program for the project period of July 1, 2019 through June 30, 2024. The purpose of the Grant is for the County to provide Early Head Start program services to 160 infants and toddlers. The program goals include: • Increasing access to quality care and education • Removing barriers to employment for parents of children enrolled in Early Head Start • incorporating Early Head Start performance measures into daily activities to ensure children are school ready. Also request authorization for the Chairman to sign documents related to this funding application. The Office of Head Start requires the Maricopa County Board of Supervisors Chairman to sign all grant applications, applications for additional funds, as well as amendments and budget revisions to the Grant. Amendments are required if the program needs to transfer funds between budget line items in an aggregate amount of $250,000 or more. The Human Services Department is utilizing the provisional indirect rate of 22.2% approved by the U.S. Department of Health and Human Services for FY2021 for salaries and employee related expenses. The estimated grant funds are $2,693,961 of which $550,838 is for salaries and benefits. The total estimated indirect costs are $122,286 and fully recoverable. The Grant requires a 20% Non-Federal Share (NFS) match of the total approved project costs. The total NFS match is estimated to be $673,423 for the budget period of July 1, 2020 thru June 30, 2021, which is obtained through in-kind donations of services and parent volunteers. Receipt of the Grant funds does not require future or ongoing contributions by the County at the end of the project period. The services provided under this Grant are not a mandated function but provides a benefit to the citizens by enrolling eligible children in the Early Head Start program and integrating Early Head Start performance measures focused on developmental and education opportunities to support school readiness. The approved enrollment is 160 for infants and toddlers. This Grant funding and any NFS match will not impact the Maricopa County General Funds. Once notified of funding award by DHHS, the Human Services Department will seek acceptance of funds from the Board of Supervisors in a separate agenda item. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and Therefore, expenditure of the revenues is not prohibited by the budget law. This Grant does not alter the budget constraining expenditures of local revenues duly adopted by the Boa rd pursuant to A.R.S. 42-17105. The overall budget will be adjusted as necessary to accommodate the Grant funding through a future reconciliation. Grant funding application is due on April 1, 2020. IGA WITH FLORIDA STATE UNIVERSITY BOARD OF TRUSTEES Approve a financial Agreement (“Agreement”) between Florida State University Board of Trustees for Florida State University Center for Prevention & Early Intervention Policy collectively referred to as (hereafter collectively referred to as “Contractor”) and Maricopa County administered by its Human Services Department, (collectively referred to as the “County”). The purpose of this Agreement is to establish a relationship with Florida State University Board of Trustees for Florida State University Center for Prevention & Early Intervention Policy to provide federally mandated professional development services to Head Start program staff. The County shall reimburse the Contractor a not to exceed amount of $10,000 per fiscal year. The term of the Agreement is upon approval and signature by both parties through June 30, 2021. This Agreement may be extended for two (2) additional (1) year terms, upon acceptance and approval by the Parties. The Maricopa County Head Start program is administered by the Human Services Department Early Education Division. This Agreement is funded by grants from U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS) (C-22-20-003-G/09HP000200). There is no long-term commitment on the part of the County to continue this Agreement beyond the term of the Agreement. The Agreement is subject to the availability of funds. 62. ACCEPTANCE OF SUPPLEMENTAL COVID-19 GRANT FUNDS FROM U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR EARLY HEAD START PROGRAM Approve the receipt of supplemental COVID-19 grant funds from the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant No. 09HP000200-01-00 in the amount not-to-exceed $140,609 for the delivery of Early Head Start program services. The County’s Head Start program received notification of the funding availability through the Head Start Enterprise System (HSES) of the funding amounts. The grant award was non-competitive and awarded to the County as a current recipient of the current grant. The funds are one-time funding and must be expended by June 30, 2020. The purpose of the funds is to support the County as a result of the impact COVID-19 had on the Early Head Start program and the services provides to children ages 0 to 3, and families. The grant requirement of match funds of 20% non-federal share (NFS) have been waived, and the County will not need to provide match funds as a result of the receipt of the funds. Approval of this action will authorize the Chairman to sign all documents related to these grant funds and submission of any grant modification applications, requests for additional, continued and/or supplemental funding, as applicable. The Office of Head Start requires the Maricopa County Board of Supervisors Chairman to sign all grant applications, applications for budget modifications and additional funds, as well as amendments to grant applications. The Human Services Department provisional indirect rate is 22.2% by the U.S. Department of Health and Human Services for FY2020 for salaries and employee related expenses. ACCEPTANCE OF GRANT FUNDS FROM U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR EARLY HEAD START PROGRAM Approve the receipt of grant funds from the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant No. 09HP000200-02-00 in the amount not-to-exceed $2,693,691 for the delivery of Early Head Start program services. This grant award was non-competitive, and this award is the 2nd year of a five (5) year project period. The grant funds are reoccurring for the project period that began on July 1, 2019 thru June 30, 2024. The budget period for the funding begins on July 1, 2020 thru June 30, 2021. Funding for Grant No. 09HP000200 was non-competitive and was awarded to Maricopa County because the County had been a recipient of a prior Early Head Start program grant. The purpose of the grant is for the County to provide Early Head Start program services to children ages 0 to 3, supporting families to promote healthy development and to promote school readiness. The grant requires a 20% non-federal share (NFS) match of the total approved project costs. The total required NFS for FY2021 is $673,423.00 for the budget period of July 1, 2020 thru June 30, 2021. NFS is generated through in-kind donations of goods and services as well as parent volunteering. Upon approval of receipt of funds, the grant amount for the project period shall be increased to $5,387,382. The Human Services Department approved provisional indirect rate for FY2021 is 22.2% from the U.S. Department of Health and Human Services for salaries and employee related expenses. The Agreement funding amount is $ 2,693,691 of which $550,838 is for salaries and employee related expenses. The estimated recoverable indirect rate costs are $122,286 and fully recoverable. On March 11, 2020 the Head Start program submitted to OHS an application for 2nd year funding. Receipt of the grant funds does not require future or ongoing contributions by the County at the end of the project period. The services provided under this grant are not a mandated function but provides a benefit to the citizens by providing eligible children with high quality care and education by integrating Head Start performance measures. The approved Early Head Start enrollment is 160 infants and toddlers (0 to 3- year old’s). Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and Therefore, expenditure of the revenues is not prohibited by the budget law. The awarded funds are for Cost of Living Allowance (COLA) and Quality Improvement increases for Early Head Start program operations. The funds were awarded through a non-competitive process as Maricopa County is a recipient of the current grant. The funds are a one-time award for the budget period of July 1, 2020 thru June 30, 2021. The project period of the Grant began on July 1, 2019 thru June 30, 2024. The Human Services Department approved provisional indirect rate for FY2021 is 22.2% from the U.S. Department of Health and Human Services for salaries and employee related expenses. The Agreement funding amount is $111,208 of which $60,078 is for salaries and employee related expenses. The estimated recoverable indirect rate costs are $13,337 and fully recoverable. The grant requires a 20% non-federal share (NFS) match of the total approved project costs. The total required NFS for FY2021 is $673,423 and shall remain unchanged for the budget period of July 1, 2020 thru June 30, 2021. NFS is generated through in-kind donations of goods and services as well as parent volunteering. The OHS has approved a non-federal match waiver for the federal funds awarded for COLA and Quality Improvement funds. The grant funding for the budget period of July 1, 2020 to June 30, 2021 shall be increased to $2,804,899. Upon approval of receipt of funds, the overall grant funds amount for the project period shall be increased to $5,639,199. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. This Grant award does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall budget will be adjusted as necessary to accommodate the grant funding through a future reconciliation. Acceptance of the grant funds will not impact the County General Fund. 36. AMENDMENT TO IGA WITH SCOTTSDALE UNIFIED SCHOOL DISTRICT Approve Amendment No. 2 to the Intergovernmental Agreement “Agreement” between Scottsdale Unified School District and Maricopa County, administered by its Human Services Department. The purpose of Amendment No 2 is to address the following: 1. Extend the Agreement term: October 1, 2020 through September 30, 2021 (Extension Term) 2. The County shall reimburse Scottsdale Unified School District for food service delivery during the Extension Period for the not to exceed amount of $679,740. 3. Revise Section 28.0 Service Delivery to add items: a. Replace 28.11.2 Meal Count and Costs as listed. 4. Revise Section 29.0 Compensation, subsection 29.1 Funding a. Replace subsection 29.1.2 b.
