34. IGA WITH CITY OF CHANDLER FOR TEMPORARY HOUSING FOR HOMELESS INDIVIDUALS Approval of a non-financial Intergovernmental Agreement (“Agreement”) between the City of Chandler (City) and Maricopa County administered by its Human Services Department (County), the “Parties” or individually the “Party.” The purpose of the Agreement is for the Parties to work cooperatively to assist individuals experiencing homelessness. The Parties will work to provide temporary housing to prevent exposure to the COVID-19 health pandemic. The Parties agree that individuals experiencing homelessness who are being provided services by the City may be temporarily moved to a temporary housing facility in a hotel (“Facility”) rented by Maricopa County located at 250 West Main Street, Mesa, Arizona 85201. Activities under this Agreement will help to promote the safety and health of vulnerable and high-risk individuals experiencing homelessness. The term of the Agreement shall be retro-active from April 27, 2020 to July 26, 2020. This Agreement shall be effective upon approval and signature by both Parties. This Agreement may be extended for six (6) additional one (1) month terms. Extensions must be in writing and approved and signed by both Parties. Written notice of intent to extend this Agreement shall be sent to the City (15) calendar days prior to the end of the original or extended Agreement term, as applicable. The Parties will work to secure overflow Facility beds for homeless individuals by providing temporary shelter at the Facility located at 250 West Main Street, Mesa, Arizona 85201. AMENDMENT TO IGA WITH CITY OF CHANDLER FOR TEMPORARY HOUSING FOR HOMELESS INDIVIDUALS Approve Amendment No. 1 to the Intergovernmental Agreement (“Agreement”) between the City of Chandler (City) and Maricopa County administered by its Human Services Department (County), the “Parties” or individually the “Party.” The purpose of the Amendment is to address the following: 1. Extend the term of the Agreement from July 26, 2020 to September 30, 2020 4. Revise Section 6.0 of the Agreement (Responsibilities) to include: a. The City shall procure hotel space as temporary housing to prevent exposure to the COVID-19 health pandemic for individuals experiencing homelessness. The City shall be responsible for procurement and management of security services; b. Refer individuals to the facility for placement; c. Develop check-in, check-out processes and provide case management services; d. The County shall reimburse the City up to 10 hotel rooms that are occupied by homeless individuals, an amount not-to-exceed $54,080; e. The County shall reimburse the City for security services to be provided in the specified hotel location a not-to-exceed amount of $25,500. 5. Add to Section 6 (RESPONSIBILITES) 6.4 Invoicing and Reimbursement process for each Party. All other terms and conditions of the Agreement shall remain unchanged and in full force and effect as executed by the Parties. FY2021: $79,580 Expenditures. 39. AMENDMENT TO IGA CITY OF CHANDLER FOR TEMPORARY HOUSING FOR HOMELESS INDIVIDUALS Approve Amendment No. 2 to the Intergovernmental Agreement (“Agreement”) between the City of Chandler (City) and Maricopa County administered by its Human Services Department (County), the “Parties” or individually the “Party.” The purpose of the Amendment is to address the following: 1. Extend the term of the Agreement for three additional one-month terms: from October 1, 2020, through October 31, 2020; from November 1, 2020, through November 30, 2020, and from December 1, 2020, through December 30, 2020; 2. Add that the County shall provide the City an additional $79,580 in funding in return for the services provided under this Agreement. The total available funding is now increased from $79,580 to a not-to-exceed amount of $159,160. 3. Funding for Amendment No. 1 and Amendment No. 2 is provided by Catalog of Federal Domestic Assistance (CFDA) 21.019 Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. All other terms and conditions of the Agreement and Amendment No. 1 shall remain unchanged and i n full force and effect as executed by the Parties.
