57. INTERGOVERNMENTAL AGREEMENT WITH SCOTTSDALE UNIFIED SCHOOL DISTRICT Approve a non-financial Intergovernmental Agreement (Agreement) with Scottsdale Unified School District and Maricopa County administered by its Human Services Department Head Start program. The District and County collectively are referred to as the “Parties” and individually as a “Party.” The purpose of this Agreement is to establish the process for collaboration between the Parties to provide services to preschool children, including children with disabilities as defined in A.R.S. § 15-761, ages three years old to kindergarten-eligible five years old, in compliance with federal and state laws and regulations, and in accordance with District policies and the Improving Head Start for School Readiness Act of 2007 (42 U.S.C. §§ 9801, et seq.). Services and activities to be provided under this Agreement shall be conducted by the Maricopa County Head Start Program (“Head Start Program”). The Head Start Program is federally funded by the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS). The Agreement term shall be retroactive to July 1, 2020 and terminate on June 30, 2023. Request authorization for the Human Services Department Director to make changes to the Agreement pursuant to Section 7.0 (Changes) 7.0 CHANGES Changes may be executed at any time by written Change Order/Administrative Change executed by the Director of the County’s Human Services Department, within the general scope of this Agreement in any one or more of the following areas: 7.1 Modifications to the services schedule provided the modifications do not extend or shorten the term of this Agreement; 7.2 Minor changes in this Agreement, provided the overall scope of work for activities are unchanged; 7.3 Modifications to terms consistent with any changes required by federal, state, or County regulations, ordinances, or policies; 7.4 Modifications to administrative requirements such as changes in reporting periods, frequency of reports, or report formats required or local regulations, policies, or requirements; and 7.5 Approved and signed by both Parties. 54. RESCIND AND REPLACE IGA G-30220 WITH SCOTTSDALE UNIFIED SCHOOL DISTRICT Rescind the action taken by the Board of Supervisors on July 22, 2020 to approve Intergovernmental Agreement G-30220 (Agreement) between Maricopa County (County) and Scottsdale Unified School District (District). The District requested changes to the Agreement. Approve a revised Intergovernmental Agreement G-30219 (Agreement) between Maricopa County (County) and Scottsdale Unified School District (District). The purpose of this Agreement is to establish the process for collaboration between the Parties to provide services to preschool children, including children with disabilities as defined in A.R.S. § 15-761, ages three years old to kindergarten-eligible five years old, in compliance with federal and state laws and regulations, and in accordance with District policies and the Improving Head Start for School Readiness Act of 2007 (42 U.S.C. §§ 9801, et seq.). 79. AMENDMENT TO IGA WITH SCOTTSDALE UNIFIED SCHOOL DISTRICT Approve non-financial Amendment No. 1 to the Intergovernmental Agreement (Agreement) with Scottsdale Unified School District (District) and Maricopa County administered by its Human Services Department Head Start program. The purpose of this Agreement is to establish the process for collaboration between the Parties to provide services to preschool children, including children with disabilities as defined in A.R.S. § 15-761, ages three years old to kindergarten-eligible five years old, in compliance with Federal and State laws and regulations, and in accordance with District policies and the Improving Head Start for School Readiness Act of 2007 (42 U.S.C. §§ 9801, et seq.). The purpose of Amendment No. 1 is to address the following: A. Extend the Agreement term retroactively to July 1, 2023, through June 30, 2025 (renewal option #1). B. Add the following Sections to the Agreement: 29.0 FORCED LABOR OF ETHNIC UYGHURS 30.0 PROVISIONS REQUIRED BY LAW The Agreement is amended to incorporate the changes contained in this Amendment No. 1. All other terms and conditions of the Agreement and previously approved Administrative Correction shall remain unchanged and in full force and effect as executed by the Parties. The purpose of this Agreement is to establish the process for collaboration between the Parties to provide services to preschool children, including children with disabilities as defined in A.R.S. § 15-761, ages three years old to kindergarten-eligible five years old, in compliance with Federal and State laws and regulations, and in accordance with District policies and the Improving Head Start for School Readiness Act of 2007 (42 U.S.C. §§ 9801, et seq.). The purpose of Amendment No. 2 is to address the following: A. Extend the Agreement term from July 1, 2025, through June 30, 2027 (renewal option #2). B. Update County point of contact. C. Revise Paragraph 7.0 (Administrative Change Orders), by removing it in its entirety and replacing it with new language.
