31. AMENDMENT TO THE CONTRACT WITH AREA AGENCY ON AGING, REGION ONE, INCORPORATED FOR SENIOR SERVICES Approve financial Amendment No. 1 to the Contract between Area Agency on Aging, Region One, Incorporated (“Area Agency”), and Maricopa County administered by its Human Services Department. The purpose of the Amendment is for Area Agency to provide an increase in funding to the County. The Amendment increases funding by amount by $116,000 the Contract funding shall be increased from $2,173,172 to a not to exceed amount of $2,289,172. The funding period of availability is July 1, 2020 to June 30, 2021. The funding is designated for the County to increase the number of individuals that receive case management services and facilitate services to assist eligible seniors and adults with disabilities to maintain independence in their homes. The increase in funding is a one-time occurrence. The Contract term is July 1, 2020 through June 30, 2021 and shall be effective upon approval and signature by both Parties. Funding period of availability shall begin July 1, 2020 to June 30, 2021. Area Agency contracts with the County on an annual reoccurring, non-competitive basis to provide Senior Adult Independent Living (SAIL) services to eligible individuals currently living at home that may require assistance to reduce the probability of placement in assisted living and/or enrollment in the Arizona Long Term Care System (ALTCS). The Human Services Department utilizes the provisional indirect rate of 22.2% by the U.S. Department of Health and Human Services FY2021 for salaries and employee related expenses. The total Amendment funds are $116,000 of which $94,926 is for salaries and benefits. The total estimated indirect costs are $21,074 and fully recoverable. Receipt of the funds from Area Agency requires the County to provide a non-federal cash amount. The County provides a total non-federal cash amount of $1,293,197 for the Contract term. Funding for the non-federal cash amount is provided by the Human Services Department appropriated County General funds. Area Agency contracts with the County on an annual basis for service delivery through a non-competitive process. The County does not have any future or ongoing contributions required after the Contract period ends. Services provided under this Contract are not mandated services but do provide a benefit to County residents by coordinating services that allow for disabled adults and elderly individuals to maintain independence. The services provided under this Contract are not a mandated function but provide a benefit to the citizens by providing services to elderly or disabled adults to maintain independence. The approval of this Contract does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate any increase or decrease. FY2021: $116,000 Revenue Supervisor District: All (C-22-21-004-X-01)
