34. SUBMITTAL OF GRANT APPLICATION TO THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR EARLY HEAD START PROGRAMS Approve the Human Services Department Early Education Division Head Start Program to submit a competitive grant application to the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant No. HHS-2020-ACF-OHS-HP-1852. The Head Start Program is requesting $1,882,836 for the Early Head Start-Child Care Partnership (EHS-CCP) project to improve the quality care and education to children ages from birth to age three. Targeted service areas will include areas outside the City of Phoenix with highest numbers of unserved eligible children. The Human Services Department approved provisional indirect rate for FY2021 is 22.2% from the U.S. Department of Health and Human Services for salaries and employee related expenses. The anticipated Indirect cost is estimated at $64,094. The grant requires a 20% non-federal share (NFS) match of the total approved project costs. The estimated NFS for the grant $470,409. NFS is generated through in-kind donations of goods and services as well as parent volunteering. The total Project activity funds are anticipated to be $1,882,836 grant funds and $470,409 NFS for a total project amount of $2,353,245. Acceptance of the grant funds will not impact the County General Fund. Also request authorization for the Chairman to sign the OHS Standard Form (SF-424) upon approval of this item. Once notified of the grant award, the Human Services Department will request approval of the receipt of grant funding. Supervisory District: All (C-22-21-034-X-00)
