145. AGREEMENT WITH ARIZONA PUBLIC SERVICE FOR THE APS SPECIAL CRISIS BILL ASSISTANCE PROGRAM Approve a revenue Agreement between Arizona Public Service (APS) and Maricopa County, administered by its Human Services Department (MCHSD). The purpose of this Agreement is for APS to provide the County with funding for the delivery of crisis utility bill assistance to eligible low-income households residing in the APS’s service territory. The Agreement is effective from December 1, 2020 through December 31, 2021. The funding amount for the Agreement term is $500,000 for the provision of services. APS reserves the right to extend or allow expiration of this Agreement into the future. Receipt of funds under this Agreement is first time funding. APS selected to contract, through a non-competitive process, with the County because the Human Services Department Community Services Division provides utility assistance to low-income households. The Community Services Division is best situated to provide APS Special Crisis Bill Assistance Program services to eligible individuals and households in Maricopa County.
