32. AMENDMENT TO FY/PY2021-22 ANNUAL ACTION PLAN FOR ALLOCATION OF U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT HOME-ARP FUNDS Request approval of the following actions: 1. Approve the submittal of Amendment No. 2 to the FY/PY 2021-22 Maricopa County Annual Action Plan (AAP) to the U.S. Department of Housing and Urban Development (HUD) to reallocate HOME-ARP funds as listed below: a. Decrease Supportive Services from $6,315,629 to $5,415,329 b. Increase Acquisition and Development of Non-Congregate Shelters from $1,563,665 to $6,169,458 c. Decrease Tenant Based Rental Assistance from $205,000 to $0 d. Decrease Development of Affordable Rental Housing from $6,158,831 to $2,513,492 e. No Change to Administration and Planning at $2,513,492 f. Total HOME-ARP Allocation $16,756,617 2. Authorize the Human Services Department Director or designee to submit any referenced plans and sign all documents related to the HUD grant funds. The changes in Amendment No. 2 FY/PY 2021-22 AAP does not have a financial impact as HUD HOME Investment Partnerships Program - American Rescue Plan Act of 2021 (HOME-ARP) funds will remain unchanged as approved by the Board of Supervisors on June 9, 2021 (C-22-21-126-X-00). On April 21, 2021, the Board of Supervisors approved the submission of the PY/FY 2021-2022 Annual Action Plan (AAP) for the HOME Consortium and Urban County; and acceptance of CDBG, HOME, and ESG funding for FY2021-2022 (C-22-20-038-G-01). On June 9, 2021, the Board of Supervisors approved the receipt of an unanticipated increase of CDBG allocation funds in the amount of $41,978 in U.S. Department of Housing and Urban Development (HUD) for Community Development Block Grant (CDBG) Programs and an update to the PY 21 AAP (C-22-20-038-G-02). On March 23, 2022, the Board of Supervisors approved Amendment No. 1 to the PY/FY2021-2022 AAP which addressed funding allocations for Development of Affordable Rental Housing, Development of Non-Congregate Shelter, Supportive Services, Tenant Based Rental Assistance, and Program Administration but did not change the funding amounts. A revised Attachment A identified the funding amounts per project. Approval of this item shall not change HUD HOME ARP funding amounts and does not impact County General Fund.
