41. AMENDMENT TO THE IGA WITH CITY OF MESA FOR WORKFORCE DEVELOPMENT AND TRAINING SERVICES Approve a financial Amendment No. 1 to the Intergovernmental Agreement (Agreement) between the City of Mesa (City) and Maricopa County (County), administered by its Human Services Department. The purpose of this Agreement is to integrate the County’s workforce development system into the City’s social and community services resource network. The integrated service delivery model will be located at the New Leaf/Mesa CAN building located at 635 East Broadway Road, Mesa, Arizona 85204 (Workforce Development/Jobs Access Center). A Workforce Development staff will be utilized to provide services under this Agreement, as a Workforce Development Coordinator (WDC). The City of Mesa will share 50% of the cost of personnel salary and related expenses for the administration and operation of the program. The purpose of the Amendment No. 1 is to address the following: A. Extend the Agreement termination date from July 1, 2024, through June 30, 2027. The City shall compensate the County a not to exceed amount of $158,797 ($51,193 FY25; $52,911 FY26; $54,693 FY27) for service delivery. B. Revise Section 6.0 (FUNDING), by adding subsections that list Itemized Service Budgets for years: FY2025, FY2026 and FY2027. C. Revise Section 9.0 (RESPONSIBILITIES OF ORGANIZATIONS) 1. Removing subsection 9.1.1.6 and replacing with new language 2. Delete Subsection 9.1.1.7 in its entirety. 3. Adding Subsection 9.2.6, that outlines a financial amount the City will allocate towards community or job fair events D. Update point of contact in Section 11.0 (NOTICES). E. Add the following sections to the Agreement: 30.0 FORCED LABOR OF ETHNIC UYGHURS 31.0 PROVISIONS REQUIRED BY LAW This Agreement is entered by the parties through a non-competitive process. The City will provide an increase funding to the County to support the workforce development system provided in the City of Mesa area for the Agreement term. Cash, match, or in-kind are not applicable. The County does not have any obligations after the Agreement term. The services provided under this Agreement are not mandated services but provide a benefit to residents in the Mesa area as residents can receive job-seeking services and local employers are assisted with filling vacancies. The Human Services Department provisional indirect rate for FY2025 is 22.2% from the U.S. Department of Health and Human Services for salaries and employee related expenses. The Total Amendment funds are $158,797 of which $129,949 is for salaries and employee related expenses. The estimated recoverable indirect rate costs are $28,848 and fully recoverable.
