48. IGA WITH CITY OF CHANDLER FOR THE DELIVERY OF EMERGENCY RENTAL ASSISTANCE ACTIVITIES Approve a financial Intergovernmental Agreement (IGA) between City of Chandler (City) and Maricopa County, administered by its Human Services Department (County or Subrecipient). The purpose of this Agreement is for the City to provide the County with U.S. Department of Treasury Emergency Rental Assistance, Catalog of Federal Domestic Assistance (CFDA) 21.023, for the provision of ERA 1.0 and ERA 2.0 rental and utility assistance services to City of Chandler and its unincorporated areas residents that have been impacted by the COVID pandemic. The term of the Agreement shall begin on December 6, 2021 and end on June 30, 2024. The City shall provide the County with the total funding of $13,150,000 ($6,850,000 ERA 1.0 and $6,300,000 ERA 2.0) for the provision of services. A maximum amount of $550,000 ERA 1.0 funds to be spent for administrative costs through June 30, 2022. 55. AMENDMENT TO IGA WITH CITY OF CHANDLER FOR THE DELIVERY OF EMERGENCY RENTAL ASSISTANCE ACTIVITIES Approve Amendment No. 1 to the financial Intergovernmental Agreement between City of Chandler (City) and Maricopa County, administered by its Human Services Department (County or Subrecipient). The City provided the County with U.S. Department of Treasury Emergency Rental Assistance (ERA) 1.0 and 2.0, Catalog of Federal Domestic Assistance (CFDA) 21.023 funds. The County administers rental and utility assistance services to residents of the city of Chandler and its unincorporated areas, that have been impacted by the COVID pandemic. The purpose of Amendment No. 1 is to address the following: A. Increase the Agreement amount from $13,150,000 to $13,380,608. B. Revise paragraph 6.0 (Funding), to address the following: 1. Revise 6.1 which increases ERA 1.0 funding by $586,343 from $6,850,000 to $7,436,343. 2. Revise 6.2 which decreases ERA 2.0 funding by $355,735 from $6,300,000 to $5,944,265. 3. Revise 6.3.1 which increases ERA 1.0 rental assistance by $561,343 from 6,300,000 to $6,861,343. 4. Revise 6.3.2 which increases ERA 1.0 administrative costs by $25,000 from $550,000 to $575,000. 5. Revise 6.3.3 which decreases ERA 2.0 rental assistance by $955,735 from $6,300,000 to $5,344,265. 6. Adds 6.3.4 which increases ERA 2.0 administrative costs from $0 to $600,000. The Agreement is amended to incorporate the changes contained in this Amendment No. 1. All other terms and conditions of the Agreement shall remain unchanged and in full force and effect as executed by the Parties. 44. RESCIND ACTION AND REPLACE AMENDMENT TO IGA WITH CITY OF CHANDLER FOR THE DELIVERY OF EMERGENCY RENTAL ASSISTANCE ACTIVITIES Approve the following: 1. Rescind the action taken by the Board of Supervisors on August 17, 2022, to Approve Amendment No. 1 to the financial Intergovernmental Agreement between City of Chandler (C ity) and Maricopa County, administered by its Human Services Department (County or Subrecipient). The City provided the County with American Rescue Plan Act Rental Assistance (ERA) funding in the amount of $13,150,000. The City provided the County with ERA 1.0 funding amount of $6,850,000 under Assistance Listing Number (ALN) 21.023, and ERA 2.0 fundin g amount of $6,300,000 under ALN 21.027. The County administers rental and utility assistance services to residents of the city of Chandler and its unincorporated areas, that have been impacted by the COVID pandemic. 2. Approval of the revised Amendment No. 1 which will address the following: A. Decrease the Agreement amount from $13,150,000 to $12,480,329. B. Revise paragraph 6.0 (Funding), to address the following: 1. Increase ERA 1.0 funding by $673,750 from $6,850, 000 to $7,523,750. a. Rental and Utility assistance is increased by $561,343 from $6,300,000 to a minimum of $6,861,343. b. Administrative costs is increased by $112,407 from $550,000 to a maximum of $662,407. 2. Decrease ERA 2.0 funding by $1,343,421.88 from $6,300,000 to $4,956,579. a. Rental and Utility assistance is decreased from $1,745,306 from $6,300,000 to a minimum of $4,554,694. b. Administrative costs is increased from $0 to a maximum $401,885. The Agreement is amended to incorporate the chan ges contained in this Amendment No. 1. All other terms and conditions of the Agreement shall remain unchanged and in full force and effect as executed by the Parties.
