70. IGA WITH CITY OF PHOENIX FOR 2739 E. WASHINGTON – HEAT RELIEF PROJECT Approve a non-financial Intergovernmental Agreement (“Agreement”) with the City of Phoenix and Maricopa County administered by its Human Services Department. The City and County are sometimes referred to collectively as “Parties” and individually as a “Party.” The purpose of the Agreement is for the Parties to providing heat relief services for people who are experiencing homelessness during the summer months and during the term of this Agreement. Services will be provided at a City of Phoenix-owned building located at 2739 East Washington Street (“Property”). The County will be responsible for funding and managing heat relief and shelter operations at the Property. The City will be responsible for property renovations, case management, outreach, navigation, transportation, and intake coordination services. Each Party will be solely responsible for all costs associated with the performance of its obligations under this Agreement. The term of the Agreement is retroactive to May 13, 2022 through October 31, 2022, The Agreement may be extended for up to two one-year options upon mutual written consent of the Parties. The Agreement is subject to termination pursuant to the provisions of A.R.S. 38-511. This Agreement does not have a financial impact. Supervisory District: All (C-22-22-108-X-00)

73. AMENDMENT TO THE IGA WITH CITY OF PHOENIX FOR 2739 E. WASHINGTON – HEAT RELIEF PROJECT Approve Amendment No. 1 to the non-financial Intergovernmental Agreement (“Agreement”) between the City of Phoenix and Maricopa County administered by its Human Services Department. The purpose of the Agreement is for the Parties to provide shelter services for people who are experiencing homelessness during the term of this Agreement. Services will be provided at a City of Phoenix-owned building located at 2739 East Washington Street (“Property”). The County will be responsible for managing the shelter operations at the Property. The purpose of the Amendment is to address the following: 1. Extend the term of the Agreement retroactively from November 1, 2022, through December 31, 2024. 2. Section 2 – Scope of Services and Supplemental Terms and Conditions, is modified to reflect that the City and the County will be jointly responsible for funding and managing heat relief and shelter operations at the Property as specified in Exhibit D – Washington Street Operations Budget attached hereto.
