46. AGREEMENT WITH GUADALUPE COMMUNITY DEVELOPMENT CORPORATION Approve a financial Agreement (“Agreement”) between Guadalupe Community Development Corporation, a Community Housing Development Organization (the “CHDO”) and Maricopa County Human Services Department, (“County”). The purpose of the Agreement is for the CHDO to make infrastructure improvements and construct energy-efficient, single-family detached affordable home on the current vacant lot at 5933 E. Milagros-A, Guadalupe, Arizona, or another suitable site. The project will create a homeownership opportunity for a low-income household. The homeowner must qualify as first-time homebuyer and low-income, as well as maintain the housing as the principal residence throughout the period of affordability, which shall be a period of fifteen (15) years. The County will provide the Developer with Program Income earned through the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program funds in the amount not-to-exceed $250,000. Agreement term shall be retroactive to October 1, 2021 and will expire September 30, 2024. Per Section 2 (Special Provisions), Paragraph 19.0 (General Conditions), Subparagraph 19.1, also request authorization for the Chairman of the Board of Supervisors to approve and execute upon the recommendation of the Human Services Department Director and Legal Counsel to make changes within the general scope of the Agreement on behalf of the County through Administrative Change Orders. Administrative Change Orders shall be approved and fully executed by the Chairman of the Board of Supervisors and the authorized representative for the CHDO. Change Orders/Administrative Changes will receive legal review and will be filed with the Clerk of the Board’s office upon full execution. FY2022: $250,000. Supervisory Districts 5.
