76. AGREEMENT WITH ARIZONA DEPARTMENT OF HOUSING FOR WEATHERIZATION ASSISTANCE PROGRAM Approve revenue Agreement between Arizona Department of Housing (ADOH) and Maricopa County administered by its Human Services Department. The purpose of the Agreement is for the County to administer the Weatherization Assistance Program (WAP). ADOH shall provide the County with funds to administer the WAP. ADOH will provide the County with funding for the Weatherization Assistance Program: • $442,822 Low Income Home Energy Assistance Program (LIHEAP) • $367,679 Department of Energy Weatherization Assistance Program (DOE WAP) • $22,059 Department of Energy Weatherization Readiness Funds (DOE WRF) The Agreement total amount is $832,560. The funding availability period is retroactive to July 1, 2022 through June 30, 2023. The County shall provide installation/repair of energy efficiency measures to dwellings occupied by low-income households in Maricopa County, excluding dwellings located within the incorporated city limits of the City of Phoenix. The priority population for the Weatherization Assistance Program is persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high-energy burdens. The funds will be utilized to provide weatherization measures in 75 dwellings occupied by low-income households in Maricopa County outside of the City of Phoenix. Maricopa County will complete the following number of units for each funding source: 1. DOE: thirty-three (33) completed units; and 2. LIHEAP: forty-two (42) completed units Acceptance of this Agreement will not impact the County General Fund. FY2023: $832,560 Revenue & Expenditures Supervisory District: All (C-22-23-001-X-00)

AMENDMENT TO THE AGREEMENT WITH ARIZONA DEPARTMENT OF HOUSING FOR WEATHERIZATION ASSISTANCE PROGRAM Approve Amendment No. 1 to the revenue Agreement between Arizona Department of Housing (ADOH) and Maricopa County administered by its Human Services Department. The purpose of the Agreement is for the County to administer the Weatherization Assistance Program (WAP). ADOH shall provide the Count y with funds to administer the WAP. The purpose of Amendment No. 1 is to address the following: A. ADOH Scope of Work has changed for the DOE to fund 200% or below the Federal Poverty Guidelines. LIHEAP to fund 200% or below of Federal Poverty Guidelines as published annually. B. The LIHEAP funding has been increased by $682,536 from $442,822 to $1,125,358. C. Revise Section 6 (Scope of Work) with Attachment A and replace it with the attached revised Attachment A: weatherization measures increased to 107 units occupied by low-income households in Maricopa County outside of the City of Phoenix. D. Revise Section 7.1 (Performance Report) with Attachment B and replace it with the attached revised Attachment B. E. Revise Section 8 (Schedule of Completion) wi th Attachment B and replace it with the attached revised Attachment B. F. The purpose of Amendment No. 2 is to address the following: A. ADOH Scope of Work has changed for the DOE to 200% or below the Federal Poverty Guidelines.
