77. IGA WITH THE CITY OF GLENDALE FOR EMERGENCY RENTAL ASSISTANCE Approve a financial Intergovernmental Agreement between the City of Glendale (“Subrecipient”) and Maricopa County, administered by its Human Services Department. Through this Agreement the Subrecipient will provide Emergency Rental Assistance to residents in the City of Glendale, impacted by the COVID-19 pandemic. The County shall provide the Subrecipient with $3,693,000 to provide rental and utility assistance services. Also request authorization for the Chairman to sign Administrative Change Orders as outlined in Section 5.0 Administrative Change Orders: 5.1 The Chairman of the Board of Supervisors is authorized upon the recommendation of the Human Services Department Director and Legal Counsel to make changes within the general scope of the Agreement on behalf of the County through Administrative Change Orders. The Subrecipient’s City Manager, or his designee, is authorized to approve and sign Administrative Change Orders on behalf of Subrecipient. Administrative Change shall be approved by both Parties and fully executed by the Chairman of the Board of Supervisors and Subrecipient. Administrative Change Orders may address any of the following areas: 5.1.1 Modifications to the project timeline if the last day of the project timeline is within the Agreement term; 5.1.2 Modifications to Budget line items if the Agreement Amount remains unchanged; 5.1.3 Modifications required by federal, state, or County regulations, ordinances, or policies; and 5.1.4 Modifications to Administrative requirements such as changes in reporting periods, frequency of reports, or report formats required by the U.S. Department of Treasury or local regulations, policies, or requirements. The Agreement term shall be retroactive to October 1, 2022, through February 15, 2023. The funding for this Agreement is provided by the Assistance Listing Number (ALN) 21.023 American Rescue Plan Act Emergency Rental Assistance allocated to Maricopa County. This Agreement shall be effective upon approval and signature by both Parties. FY2023: $3,693,000 Expenditures Supervisor Districts: 5 (C-22-23-026-X-00)
