45. IGA WITH THE CITY OF PEORIA FOR HEAT RELIEF AND COURT NAVIGATION SERVICES FOR HOMELESS INDIVIDUALS Approve financial Intergovernmental Agreement between the City of Peoria (Subrecipient) and Maricopa County administered by its Human Services Department. The purpose of the Agreement is for the Subrecipient to conduct the following activities to assist homeless individuals in the Peoria area. Heat relief services: Distribute 100 heat relief kits between April through September 2023; Provide 35 hotel vouchers. Misdemeanor Repeat Offender Program (MROP) services: Provide case management services to individuals that require assistance with court navigation services. Provide a minimum of 8 temporary shelter beds per year. The County shall provide the Subrecipient with $619,500 in American Rescue Plan Act Coronavirus State and Local Fiscal Recovery (ARPA) Funds under the Assistance Listing Number 21.027: $27,500 Heat Relief kits and Hotel Vouchers $400,000 Shelter services $192,000 MROP services The Agreement is effective beginning April 1, 2023, through September 30, 2026. The Agreement may be extended, as long as the Subrecipient is in compliance with the terms and conditions of the Agreement. Also request authorization for the Chairman to approve and execute Administrative Change Orders upon the recommendation of the Human Services Director and Legal Counsel as identified in Section 5.0 (Administrative Change Orders). 57. AMENDMENT TO THE IGA WITH THE CITY OF PEORIA FOR HEAT RELIEF SERVICES Approve financial Amendment No. 1 to the Intergovernmental Agreement between the City of Peoria (Subrecipient), and Maricopa County (County) administered by its Human Services Department. The purpose of the Agreement is to expand shelter and heat relief services and to provide court navigation services for individuals experiencing homelessness in the Peoria area. The County provided the City with $619,000 in funding provided to the County by the U.S. Department of Treasury in American Rescue Plan Act (ARPA) funds under Assistance Listing Number (ALN) 21.027. The term of the Agreement is August 1, 2023, through September 30, 2026. The purpose of the Amendment is to address the following: A. Reduce Agreement funding amount by $100,000 for a new total Agreement funding amount on Page 1 of $519,500. B. Add Federal Award Identification Number (FAIN) and Award Date into Page 1 of the Agreement. C. Revise and replace Paragraph 5.0 (Administrative Change Orders) to update the provision D. Revise and replace Paragraph 6.0 (Funding, Invoicing and Payment) to reflect the new Agreement amount. E. Revise and replace Paragraph 13.0 (Notices) to update the notification parties F. Revise and replace Paragraph 5.0 in Exhibit A Statement of Work to update the annual budget. G. Add paragraph 57.0 Provisions Required By Law Paragraph to the Agreement.
