38. IGA WITH CITY OF TOLLESON FOR AFFORDABLE HOUSING OPPORTUNITIES Approve a financial Intergovernmental Agreement between the City of Tolleson (“Subrecipient”) and Maricopa County (“County”) administered by its Human Services Department. The purpose of the Agreement is to improve housing conditions and maintain affordable housing in the Tolleson area. The Subrecipient shall assist in repair or rehabilitation of approximately 18 owner-occupied homes for low-to-moderate income households. The project is an ongoing effort to improve housing conditions and maintain affordable housing for residents within the City’s Redevelopment area. The County shall provide the Subrecipient with $1,000,000 in American Rescue Plan Act (ARPA) Funds under the Assistance Listing Number 21.027. The Agreement is effective beginning September 27, 2023, through December 31, 2025. Also request authorization for the Chairman to approve and execute Administrative Change Orders upon the recommendation of the Human Services Director and Legal Counsel as identified in Section 5.0 (Administrative Change Orders). The Agreement term is September 27, 2023, through December 31, 2025. The purpose of the Amendment A. Extend the term of the Agreement from December 31, 2025, through December 31, 2026. B.
